Little Dilly Member-Guest Golf Tournament Official Rules and Regulations
This document serves as the official rules and regulations for participation in the Annual Little Dilly Member-Guest Golf Tournament. By registering for the tournament, all participants agree to adhere to the following rules and regulations set forth by the Tournament Committee.
I. Tournament Overview
The Annual Little Dilly Member-Guest Golf Tournament aims to provide a competitive and enjoyable environment for members and their guests. The event will foster camaraderie and sportsmanship while celebrating the love of golf. The tournament will be capped at 96 teams to ensure efficient logistics and manageable participation. The tournament committee will oversee the implementation of all rules, manage disputes, and ensure compliance with bylaws. All participants must comply with the bylaws to maintain the integrity and fairness of the tournament.
II. Format Overview
- 96 teams will be divided into 16 flights. The flights will be comprised of 6 teams that will compete in a round robin schedule against each team in their respective flight. The tournament will consist of five - 9-hole matches. Teams will compete in Fourball Match play where points are awarded per hole. One point for a win and ½ point for a tie. A bonus point will be awarded to the team with the most points at the end of the match. If the match is tied, both teams will be awarded a ½ point. After the five - 9-hole matches, the team with the most points will be awarded the Flight Winner. If there is a tie, head-to-head will break the tie. If head-to-head is tied, a Chip-off will break the tie.
- Tournament Derby to determine the Little Dilly Champion. All Flight winners along with the two wild card winners (Two teams with the most points that didn’t win their flight, a wildcard tie will be settled by chip off), will compete in a Tee Box Alternating Shot Derby.
- The two teams with the lowest point totals (including ties) of the field of 96 will be relegated to the waitlist the following year. Disqualified teams are not counted.
- Handicaps will be wheeled, then strokes will fall based on the scorecard. All Derby Participants will meet on hole number 1. The Teammate with the lowest Handicap Index will be the player that tees off first. If both players are the same H.I. then the member will be the first to play. The Derby will take place on holes, 1,2,12,13,14,15,16,17,18. If there is a tie after a hole, a chip-off will break the tie, except after hole 18. After hole 18, if the two remaining teams are still tied, a sudden death playoff will take place on holes 10 and 18 until a winner has been determined.
- The USGA Rules of Golf will govern all play unless stated in the bylaws or local rules.
III. Participant Eligibility
- The member must be a golf member in good standing at Casper Country Club and the Little Dilly Tournament.
- The guest must be in good standing at Casper Country Club and the Little Dilly Tournament
- Both member and guest must have an active GHIN Handicap.
- Both member and guest must have a minimum of 10 rounds posted to handicap within the prior 12 months of registration starting date. (Fake score posting prior to deadline will result in denial of registration.)
IV. Registration Process
All members of the Casper Country Club wishing to play may register.
- Registration will be open for a set amount of time: i.e. March 15th – March 22nd.
- Must agree to the Bylaws.
- Must register online through the tournament website and fill all required fields.
- Provide an identifiable guest name (No TBD partners)
- The Tournament Entry Fee is paid no later than May 15th. (If not paid by deadline, team goes to waiting list.)
- If you have less than 12 months membership you will be put on the waitlist if there is one.
V. Selection Process
Following the registration deadline the committee and golf staff will review all applications to ensure that the member and guest meet the eligibility requirements. Qualifying applicants will receive an email notifying them that they met the requirements to receive a guaranteed entry or they do not have the requirements for a guaranteed entry so will need to be drawn into the event. Below are details of how the Committee will determine the selection of the drawing.
- Reserved Guaranteed Entry:
- Current Little Dilly committee members
- Previous Little Dilly committee members (previous 2 years)
- Little Dilly Hall of Fame members
- Current Club President
- Previous year’s Little Dilly Champion
- Previous year’s Little Dilly free entry raffle winner
- Casper Country Club members with 10 or more consecutive years of membership and at least 70% participation in the past 10 Little Dilly tournaments
- Casper Country Club members with 5 or more consecutive years of membership and at least 80% participation in the past 5 Little Dilly tournaments
- Sponsorship Guaranteed Entry:
- Ace Level sponsors (limited to 15 spots). The Little Dilly committee reserves the right to clarify the Ace level sponsorship criteria. Previous Ace level sponsors will be given the first opportunity to renew their sponsorships. Their sponsor fee must be paid by April 30th or your team goes on the waitlist.
- In kind Sponsors at the discretion of the Little Dilly committee.
- Once the guaranteed entries are confirmed, the remaining field of 96 teams will be selected through a random draw. The procedures governing this random draw are as follows:
- Each member that passed the filtering requirements will receive their first entry to the random draw.
- If you played in the previous year’s Little Dilly, you will receive a second entry to the random draw.
- If you have been a member for 5+ consecutive years, you will receive a third entry to the random draw.
- If you have been a member for 10+ consecutive years, you will receive a fourth entry to the random draw.
- If on the prior year waitlist, and a member for 12 months or more, but did not play in previous year Little Dilly, you will receive an additional entry.
- Once the random draw has completed the field’s 96 team max, the random draw will then continue to establish the waiting list.
- In the event of insufficient entries, individuals with less than 12 months of membership will be considered to fill the available roster positions.
VI. Handicaps and Flights
- The tournament will institute 90% of the 12-month low handicap as the handicap for all participants. Flights will be built 10 days before round one. Final handicaps will be updated three days prior to round one.
- Teams winning their flight two years in a row will retain their lower handicaps from the prior year if their current year handicap is higher.
- Teams winning their flight three years in a row will have each team member’s handicap reduced to 90% of their prior year Little Dilly tournament handicap. Handicap reductions will not apply if a player's current handicap is already lower than the required reduction.
- Falsifying your handicap or intentionally posting incorrect scores can result in denial of entry to or disqualification from the tournament.
- Teams with partners with a handicap difference less than ten will be flighted lowest to highest total team handicap.
- Teams with partners with a handicap difference greater than ten will be flighted with other like handicap differences.
- The Little Dilly committee retains the authority to adjust a participant’s handicap based on notable performances in prior tournaments or scores, in relation to their existing handicap.
VII. Participant Responsibilities
All participants are expected to uphold the highest standards of sportsmanship and respect.

- The Little Dilly Committee shall have the final say on the interpretation of these rules.
- Failure to play all holes of a match in any of the 5 matches may result in disqualification of the team. If a team is disqualified from the event, the member and his guest will not be eligible to play in the Little Dilly the following year.
D. If either the member and/or guest do not play in 3 or more holes of any match or cumulatively over the entire Dilly, neither will be allowed to participate in the Dilly the following year. If either the member and/or guest miss an entire match, then that team will be disqualified from the current Dilly, and neither will be allowed to participate in the Dilly for two subsequent years. Exceptions for missing play due to a medical or family emergency will be considered and will not affect future participation.
E. In the event of a disqualification, all future matches involving the disqualified team will be played against par. However, all past points awarded will remain with the teams, and those points will not be altered.
VIII. Rules Review and Updates
- An annual review of the bylaws will be conducted by a subcommittee to address emerging issues.
- Updated bylaws will be published by February 15th each year, allowing participants time to meet eligibility requirements.
IX. Additional Provisions
- Registration will not open until the updated bylaws are published.
By adhering to these bylaws, the Casper Country Club Little Dilly Member-Guest Golf Tournament will uphold its traditions of fairness, competition, and camaraderie.
All registration fees must be paid by May 15th or your team will be moved to the waitlist, no exceptions. You may bill your entry fee to your member account by indicating so on the entry form. A $1,250 charge will appear on your statement. You may also pay by check. Make checks payable to Casper Country Club and mail to Little Dilly, 4149 E. Country Club Rd, Casper, WY 82609, or turn checks in to Alena in the front office.
