Cedarcrest Women’s Golf Club By-Laws
(approved at 4/11/25 Spring Meeting)
Article I-Name
This organization shall be the Cedarcrest Women’s Golf Club, heretofore referred to as Club. This Club shall maintain an active affiliation with Washington State Women’s Public Links Association, WSWPLA; Snohomish County Women’s Golf, SCWGA; Washington State Golf Association, WSGA; Pacific Northwest Golf (PNGA) Association; and United States Golf Association, USGA.
Article II –Purpose
This club promotes the sport of golf for all women and fosters sociability and friendship among its members.
Article III- Membership
- Full members pay the club’s dues plus GHIN fees and maintain a handicap via our club to become a member of Cedarcrest Women’s Golf Club.
- Membership in the Club is open to all women, age 18 or over, who have an established GHIN handicap.
- If the applicant does not have an established handicap, she may join the Club, and will be assigned a GHIN number. She can then establish a handicap according to GHIN rules. In order to establish a handicap, GHIN requires 3 rounds (or 54 holes) be played and posted. These rounds can be played with PGLGC or with anyone else and at any golf course. Scores must be posted to GHIN.
- An applicant must be a member of the Club to receive the services of the GHIN handicapping system.
- Associate members pay the Club’s dues and have a “home club” other than Cedarcrest, where they pay their GHIN fees and maintain their handicap.
- Social members are former members who are no longer actively playing golf. Social members are welcome to participate in social events. No dues are collected for Social Members. ·
- A non-member can play with the club, but a non-member can only play 3 times annually, before they must join.
- A member must play at least at least 5 rounds during the current season in order to be eligible to play in the Club Championship or Captains Cup.
Article IV- Dues
- Annual dues are determined by a majority vote of active members present at the general Fall meeting.
- If not paid by December 31st each year, there could be a delay in your eligibility for your GHIN activity and ability to fully participate for that season start.
- New members joining prior to August 1st pay full annual dues.
- New members joining after August 1st pay ½ membership dues plus the GHIN fee if there is no current handicap.
- A member whose dues are not paid may not compete in weekly Competitions or Tournaments
- During the regular season play each member will pay the daily competition fee and greens fee.
Article V- Elective officers and Duties
- The Board of Directors consists of the Co-Captains, Secretary, and Treasurer.
- Committee Chairs have voting rights at Board meetings, if present.
- A Quorum to transact business, shall be no less than a majority of the membership in attendance.
- Any full or associate member who has been active and in good standing, with an active 18 hole GHIN, and with the club at least one full year is eligible to hold office.
- Elected positions are for a minimum of 12 months, from date of election to following Fall Meeting election, and may be held no more than 3 consecutive years, unless in extreme situations and by a unanimous vote to extend it.
- In the event of a vacancy in any office during the year, the Co-Captains shall appoint an active member to fill the office for the unexpired term.
Co-Captains
- To call to and preside over all regular and special business meetings of the Club.
- To oversee and direct all activities of the Club for the year.
- To appoint standing committee chairs (if not voluntarily filled) and any other committees deemed necessary to properly conduct the affairs and business of the Club.
- To appoint a nominating committee, if needed, to post a slate of candidates for the following season.
- To appoint a committee of two (2) members to audit the treasurer’s books before year end.
- Co-Captains and/or Executive Board has full power and authority to handle the affairs of the organization between membership meetings,

appointing to vacancies on the Board.

To initiate/be part of planning, with the Tournament Committee, for plan the Captain's Cup and Club Championship tournament details (along with the tournament committee) including but not limited to: Dates and formats of tournament, Individual competitions (KP, closest to line, longest drive, etc.) and assembling tournament and individual competition results and arranging and overseeing payouts and awards, including BEC
Secretary
- Keeps accurate and permanent record of meetings (General and Executive meetings).
- Handles all correspondence and documents, and sees that copies are preserved.
Treasurer
- Receives all monies of the Club and deposits same in the name of the Club, in a Cedarcrest Women’s Golf Club bank account.
- Keeps a financial record and renders a report when required.
- Notifies applicable Board and Committee members of new members.
- Updates member status with addresses and phone number in applicable software and updates GHIN.
- Pays all association dues and invoices.
- Works with Handicap Chair to de-activate GHIN status of those who have not paid their dues by dates specified by the GHIN system.
- Monitors and maintains a minimum balance of $750 in the CWGC account as “Reserve.”
Tournament Chair (position created at Fall 2024 meeting):
- Heads Tournament Committee
- Coordinates Tournament activities
- Coordinates running and scoring of regular competitions within Golf Genius (including invitations, signups, pairings and payouts) with Weekly Competition Chairs
Article-VI-Committee Chairs and Duties, State and County Trustees Duties (The chairs appoint assistants if desired.)
Handicap Chair
- Keeps handicap information updated.
- Works with the Treasurer to de-activate names on roster of those who have not paid dues by dates specified by GHIN.
- Completes WSGA Handicapping seminar to keep Club in compliance with the USGA Handicap System.
- Works with Treasurer to inpuT new member’s information to obtain a GHIN number
- Adjust scores members may have posted in error, when necessary.
- Works with committee members to audit scores posted, when requested or needed.
Weekly Competition Chair
- Running and scoring of regular competitions within Golf Genius (including invitations, signups, pairings and payouts)
- Notifies Cedarcrest Pro Shop of the weekly/daily winnings to be added to the participant account.
- Provides Birdies, Eclectic and Chip-in information for year end payout, and notifies Pro Shop for participant account updates.
- Rules Chair
- Keeps members informed of any rule changes and helps members to understand The Rules of Golf.
- Appoint a rules committee with the approval of the Co-Captains.
- Render decisions in regard to rules which may arise in tournament play, using the USGA rule book and local rules that may apply.
- See that local rules observed by the Club are printed and dispersed to players for any special events or tournaments.
Social/Sunshine /Communications Chair
- Sends cards (birthday, get well, congratulations, etc.) to members, as appropriate
- “New Member Mentors” Chair
- Form a Committee of Mentors to:
- o Familiarize new members with course layout, location of amenities, pro shop, chip in clipboards for recording information, etc.
- o Educate new members about establishing a handicap and posting scores.
- o Getting familiar with Golf Genius and etiquette expectations
State Trustee
- Attends Washington State Women’s Public Links Association (WSWPLA) meetings, reporting back to Club pertinent information.
- Posts State Tournament information and alerts members as to entry deadlines.
- Collects monies for those playing in tournaments and sends registration to State Tournament Director by entry deadline.
- Appoints an assistant to attend meetings and collect for tournaments in her absence.
County Trustee
- Attends all Snohomish County Women’s Golf Association (SCWGA) meetings, reporting back to the Club pertinent information.
- Posts County tournament information and alerts members to entry deadlines.
- Collects monies for those playing in tournaments and sends registration to the County Tournament Director by entry deadline.
- Appoints an assistant to attend meetings and collect for tournaments in her absence.
Article VII –Meetings
- A general fall meeting and a spring meeting shall be held. The dates of these shall be at the discretion of the Co-Captains. Other meetings may be called as needed.
- Email voting may be acceptable if an issue requiring a membership vote becomes necessary between meetings.
- The results of such a vote shall be recorded in the next physical meeting minutes.
- Meetings will adhere to Roberts Rules of Order.
Article VIII – Amendments
- These by-laws may be altered, amended, repealed, or new by-laws adopted by a two-thirds vote of the members present; provided the proposed changes have been posted two weeks prior to balloting.
- Upon adoption, these by-laws shall supersede the existing and all prior by-laws of the Club.
