Practice |
Teams may avail of one complimentary practice round on the day prior to their participation in the Cups & Shields National Finals.
The practice times as laid out above in the detailed schedule must be adhered to, noting the extremely tight schedule that will be running during the event.
Failure to attend on the first tee at least five minutes before the appointed practice times will result in forfeiture of practicing rights on each day. Practice times are only made available for members of the teams concerned. Club and Team Officials are not permitted to play. Players may only play one ball during practice. GI Officials will be monitoring the pace of play of all practicing groups.
If your team is not using some or all of its practice time during the official practice round, please e-mail championships@golfireland.ie immediately to confirm this.
|
|
Practice Facilities |
Moate GC has a short range of approximately 120m – wedges only for warm up and players require their own golf balls. There is a short game green and one driving net near the clubhouse and there is a putting green next to the 1st tee. |
|
Referees |
Referees will be situated throughout the course to give rulings when required. These referees will be monitoring pace of play.
Should players fall out of position, they will be timed and may be penalised for bad times. Please ensure players are conscious of the need to play at a steady pace.
NB – It is important to note the status of a referee in match play as these referees are not assigned to follow an individual match. In these cases, the referee cannot intervene unless one or more of the players calls on them to do so. A team captain is not part of the side under the rules of golf and cannot act on the players’ behalf in this regard. However, a team captain can advise the players to call a referee.

Appendix 1 – Transportation Policy
- Aims:
- The Transportation Policy of Golf Ireland as referred to in the relevant Competition Terms and Hard Card provides for Terms permitting players to use transport when playing golf.
- Golf Ireland wishes to encourage the participation in golf of all players including the participation of persons with disabilities whenever possible.
- It is recommended that other associations and golf clubs should take separate legal advice in the event that they wish to put in place a transportation policy appropriate to their specific needs.
- Definitions:
- ‘Disability’ has the same meaning as provided in the Irish Disability Act (2005) and UK Disability Discrimination Act (1995) which is as follows: A person has a disability if they have an enduring physical, sensory, mental health or intellectual impairment which has a substantial and long-term adverse effect on their ability to carry out normal day-to-day activities.
- ‘Golf Buggy’ means any vehicle deemed by Golf Ireland to be a golf buggy.
- Valid medical confirmation of disability means a valid written confirmation obtained from a registered general practitioner or consultant registered with the Irish Medical Council or Medical Practitioners in Country of Residence of Competitor which certifies that the player suffers with a disability as defined by the aforesaid legislation and which necessitates the use of a buggy. This confirmation must be entered on the standardised certificate (ie, the Golf Ireland Buggy Certificate – see Appendix 1 of the Competition Regulations in the Golf Ireland Handbook).
- Application for use at Designated Elite Events: All applications for use of a golf buggy in the following designated elite championships MUST BE MADE AT LEAST 14 DAYS BEFORE THE COMMENCEMENT OF THE CHAMPIONSHIP, and will be referred to the Committee for a final decision:
-
-
- Irish Women’s and Men’s Close Championships
- Irish Women’s and Men’s Amateur Open Championships
- Irish Girls’ Close, Irish Girls’ and Boys’ Amateur Open Championships
- All Interprovincial Championships
- All Regional Championships of the categories listed above in i) to iv)
- The Irish Senior Women’s and Senior Men’s Close Championships and the Irish Mid-Amateur Men’s, and Irish Senior Women’s and Senior Men’s Amateur Open Championships.
-
-
A player who presents a request form on the day without prior notice at one of the designated elite events will not be entitled to use motorised transportation.
- Application for Use at all other Golf Ireland Events: The Committee may require the submission of forms in advance of a competition. Where this requirement is not imposed, a player who presents a Golf Ireland Summary Medical Confirmation of Disability (see Appendix 3) signed and stamped by a registered medical practitioner will be permitted to use a buggy in all other Golf Ireland events, provided that such a buggy is available for use by a player and subject to the terms and conditions listed in f) and g) below. This form must be presented to a Golf Ireland Official in Charge or, on the day of matches which are played without the presence of such an Official, to the opposing Team Captain.
- Persons who may use a Golf Buggy:
-
-
- Competitors: A Golf Buggy may be utilised only by a competitor in possession of a Golf Ireland Buggy Certificate, and then only if (a) the Host Club permits the use of such vehicles and (b) no Health & Safety considerations prevent the use of such vehicles. In such circumstances, it is the responsibility of the person concerned to source a buggy, not Golf Ireland. The buggy may be used only by the person named on the certificate and may only carry their equipment and caddie. Where the disability prevents the player from driving the buggy, they may nominate a third party to drive the buggy for them, who must be approved by the Committee.
- Under 18 Competitors: Where a player is under the age of 18 years and has met the criteria above, the Committee shall reserve the right to specify that the golf buggy
is driven by a person having parental responsibility for the player, or, in the case that such a person is unable or not competent or qualified to do so, another person of the Committee’s choice. - Any individual intending on using a buggy on the grounds of medical disability must ensure they produce a Golf Ireland Buggy Certificate at any event in which they intend to use a buggy.
- Team Captains/Others: Where applicable, the on-site Tournament Committee will, at its absolute discretion, decide on whether a Team Captain or other party may use a buggy. In the case of home/away matches in inter-club competitions, the use of buggies by team captains is contingent on agreement between both clubs.
-
-
- Terms on the use of Golf Buggies
-
- A player who has been granted permission to use a golf buggy must accept full responsibility for any loss or injury sustained by anybody which results from the use of the golf buggy.
- A player or any other person intending to use their own buggy (having been so permitted by Golf Ireland) must hold personal and third party insurance at all times and may be required to produce proof of said insurance policy to the Tournament Committee at any event if request to do so.
- Penalty for breach of Transportation Policy: The player gets the General Penalty for each hole during which there is a breach of this Policy. If the breach occurs between the play of two holes, it applies to the next hole.
-
- Committee Discretion on the use of a Golf Buggy: Where the use of a buggy by a player, or third party is permitted, the Tournament Committee on site shall have regard to the following additional health and safety considerations before granting approval at a particular event:
- Any relevant weather conditions.
- The condition of and suitability of the golf buggy.
- The topography and ground conditions.
- Any other relevant considerations which might affect the safe use of a golf buggy or impact on the safety of others.
- If at any particular time the Tournament Committee believes on grounds of Health and Safety a golf buggy should not be used by a player/relevant third party the Committee may:
- Refuse to grant permission for the use of a golf buggy, and shall inform the player or relevant third party.
- Revoke any permission to use a golf buggy already granted by Golf Ireland to a player /relevant third party by virtue of the consideration of any new Health and Safety issue by the Committee.
Medical Confirmation of Disability (Buggy Cert)
Golf Ireland’s General Competition Regulations state that
‘During a round, a player must not ride on any form of motorized transportation unless they are subject to medical confirmation of a disability as defined by the statutes of the Republic of Ireland and of the United Kingdom’.
The following confirmation is thereby required by applicants for use of a buggy or other motorised transportation during Golf Ireland competitions. The terms and conditions which apply to the use of this confirmation are set out in Regulation 23, and in Competition Policy No.6 (Transportation Policy) both of which should be read very closely by applicants. Where these rules require, prior submission of certification must be made no later than 10 days in advance of a championship.
The following confirmation must be filled out by a Doctor registered with the Irish Medical Council or UK Health Professions Council (as applicable):
In my capacity as a Doctor registered with the appropriate abovementioned body, I certify that
Name: ________________________________
has a Disability which meets the definition of the Irish Disability Act of 2005 and the UK Disability Discrimination Act of 1995, and as a result of this Disability they may require a buggy to compete in golf tournaments.
