2026 Level 2 Rules of Golf Program

Program Overview
Golf Ontario’s Level 2 Rules of Golf Program provides an in-depth exploration of the concepts, procedures, and outcomes that shape today’s game — delivered in an intuitive and engaging format.
Participants will also examine how to apply Clarifications from the Official Guide to the Rules of Golf to better prepare for real-world situations, whether serving as a Referee or assisting with club events.
This program is ideal for:
- Individuals involved in tournament administration
- Those aspiring to become Provincial Referees
- PGA of Canada Professionals
- Golfers seeking to advance their Rules knowledge
Level 2 certification is a mandatory prerequisite for participants wishing to progress to the Level 3 National Certification.
Certification & Reimbursement
Participants who achieve a minimum score of 80% on the Provincial Level Rules of Golf Exam are eligible to recover registration expenses through Golf Ontario’s Volunteer – Rules Certification Expense Policy. Please note that participants must volunteer at least 50 hours before being reimbursed
Program Structure
The Level 2 curriculum is delivered through weekly webinars led by National Level 3 Certified Referees.
Each session runs approximately two hours and includes guided instruction, case studies, and interactive discussions.
Program Includes:
- Comprehensive coverage of Rules 1–25, including Definitions
- Weekly reading assignments and quiz questions
- Emphasis on practical application using the Rules of Golf and Official Guide
Participant Expectations
This program is intended for participants who are willing to actively engage in all sessions.
- Attendance and participation in weekly webinars are expected.
(Recordings will be available for review but should not replace participation.) - Participants must have recently completed the free online Level 1 Rules of Golf Exam.

Program Fees
$189 + tax & credit card fees

- 20 hours of live webinars with a National-Level Certified Referee
- Rules of Golf Book (2023 Code)
- Official Guide to the Rules of Golf Book (2023 Code)
- Online Provincial Level Examination

Provincial Level Prerequisite
Applicants must have achieved a minimum of 80% on the Level 1 Rules of Golf Exam within the past 12 months.
The Level 1 program is free and available through the R&A Rules Academy.
- Certificates must be submitted to jlawrence@golfontario.ca
- PGA of Canada members are not required to complete Level 1 but are strongly encouraged to do so.
Cancellation Policy
Cancellations must be submitted by email to jlawrence@golfontario.ca at least 7 days prior to the first webinar date.
Refunds will be issued minus a $50 non-refundable administrative fee.
No refunds will be issued for cancellations made after that date.
Program Registration (Opens November 1, 2025)
Registration is available on a first-come, first-served basis to the first 40 participants.
