Junior Inter-Club League (JICL) 2026
TERMS OF COMPETITION
The following Terms of Competition, together with any amendments published by the Singapore Golf Association (SGA) Junior Development Sub-Committee will apply to the SGA Junior Inter-Club League. It is the responsibility of each competitor to ensure that he/she has read and complied with these Terms of Competition.
- GENERAL

- The 2026 SGA Junior Inter-Club League (JICL) is a modified Stableford event without handicap allowances (modified Gross Stableford) that is open to all members of SGA Full Members who are 5-14 years old as of 1st Jan 2026. The 2026 JICL will be played across six legs.

- The JICL shall be played in accordance with the Rules of Golf published by the R&A and the Local Rules as listed and approved by SGA.
- ELIGILIBILITY
-
- Players must be a junior member of one of SGA’s Full Member clubs that they are representing or be officially adopted by the Full Member club. Players may represent only one Club in the whole season of the JICL. An additional SGA Future Squad team will be fielded.

- Players must be 5-14 years old as of 1st Jan 2026.

- Players will not be eligible for JICL 2026 if, when the longlist is submitted, they belong to any of the following:

- SGA National Squad
- SGA Junior National Squad
- SGA Development Squad

- SGA Junior Development Squad Players are eligible for JICL 2026.

- Players must conform in all aspects with the Rules of Amateur Status as declared by the R&A and possess a valid WHS Handicap Index.

- A player who breaches any eligibility criteria will be disqualified.
- FORMAT OF PLAY
-
- The JICL will be a modified gross Stableford competition. The hole-by-hole scoring will be as follows for all players in the JICL based on gross scores per hole:

- Players must stop playing a hole when they have reached the number of strokes that will result in zero points (ie. triple bogey).

- A total of 6 legs will be played.

- In each leg, each club may field a minimum of 1 and maximum of 2 players per division.

- There will be two divisions for the 2026 JICL:

- A Division: 12-14 years old (as of 1 Jan 2026) – 2 representatives regardless of gender
- B Division: 5-11 years old (as of 1 Jan 2026) – 2 representatives regardless of gender

*Players below 11 years old can play for A division but players from 12-14 years can only play in A Division.

- Each leg will be played across 9 holes.

- Players will be required to possess a valid WHS Handicap Index. There will be no handicap limit.

- Girls and boys in the A Division will play from red and white tees respectively. Players in the B Division will play from the customised SGA forward tees to be determined by SGA.

- For each division, a best ball format will be used. The highest gross Stableford score per hole among the two players for each division will be used.
For example, on a particular hole, Player 1 makes a bogey (2 points) while his/her teammate Player 2 makes a par (3 points). The division Stableford score for this hole is 3 points.

- Table A shows the distribution of points for each division.

- The Individual Winner (regardless of Boy or Girl) in each leg per division will be the individual with the most Stableford points.

- The Division Winner for each leg will be the team with the highest Stableford points (best ball format) per division, per leg.

- The Team Winner (Club) for each leg will the be team with the highest combined accumulated division points (A Division + B Division) per leg.

- The Overall Division Winner who returns with the highest accumulated points per division (A Division or B Division) across the 6 legs.
- The Overall Team Winner (Club) will be the team who returns with the highest combined accumulated division points (A Division + B Division) across the 6 legs.

- A disqualification of a player during a leg will result in the division receiving zero points for the leg.

- A disqualification of a player in any Leg will not result in his or her disqualification from the remaining legs of the JICL.

- REGISTRATION
-
- Clubs are to submit to SGA a long list of all their league players by 9.00 AM on 9th March 2026. Club are allowed to include new names in the long list from time to time provided that they inform SGA of the change two (2) days before each leg or earlier and not on the day of the game that the additional player will represent the team. The long list will serve as an SGA database of league players.

- Clubs must register their players with SGA at least two (2) weeks before each leg.
-
- A player may be substituted no later than 24 hours before the first game tee off time due to draw list requirement. Substitution requests must be sent via email to woonliong@sga.org.sg and sga@sga.org.sg and subjected to secretariat’s approval.
- REPORTING TIME
-
- Players shall report to the registration area at least 30 minutes before their tee-off time.

- Players shall report to the starter at least 15 minutes before their tee-off time.
- TIME OF STARTING
-
- Players shall start at the tee time decided by the host club and in the order indicated in the draw.
- DRAW
-
- The Draw for each Leg will be at the discretion of SGA.
- TEE BOXES
-
- Division A Boys will tee off from the White tees.
-
- Division A Girls will tee off from the Red tees.
-
- Division B will tee off from the Forward tees.
- SUBMISSION OF SCORECARDS
-
- Players should check their card in the returning area (scoring table) and ensure that they are correct and signed. Any doubtful points should be settled with the Organising Committee before returning the scorecard and exit of scoring are
-
- A player is deemed to have returned his scorecard and no further amendments may be made once he has left the returning area (scoring table) or the demarcated are where they exist.
-
- A player who submits a wrong score will be disqualified for that leg.
- DECISION OF TIES
-
- Individual and Division (Per Leg)
In the event of tie/ties during a Leg, the tie will be decided using the count-back system. Last 9, 6, 3, 1 holes. If there is still a tie, it will be hole by hole from last to first hole.

- Team (Per Leg) – A Division Best Ball + B Division Best Ball
In the event of tie/ties during a Leg, the tie will be decided by using the best Stableford score of each team. If there is still a tie, the count-back system will apply to the player with the best Stableford score in each team.

- Overall Division Ties
In the event of tie/ties for the Division, the ties shall be decided by the division points in the 6th Leg. If there is still a tie, the ties shall be decided by the division points in the 5th leg. If a further tie exists, the division rankings from each preceding leg will count, until the tie is broken.

- Overall Team Ties
In the event of tie/ties for the Team, the ties shall be decided by the accumulated division points in the 6th Leg. If there is still a tie, the ties shall be decided by the accumulated division points in the 5th leg. If a further tie exists, the team rankings from each preceding leg will count, until the tie is broken.
- STOPPING PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)

- When play is suspended by the TD for a dangerous situation, players must discontinue play immediately and not resume play until the TD has ordered a resumption of play. If a player fails to discontinue play immediately, he is disqualified. Exception – There is no breach of this Rule and no penalty if the Committee decides that circumstances justified the player’s failure to stop play when required to do so.
- INCLEMENT WEATHER

- In the event of inclement weather and a leg cannot be fully completed, 6-hole scores will be used for tabulation of results.

- Points will only be awarded if all players complete at least 6 holes.
-
- A leg will be abandoned in the event where not all players complete at least 6 holes.
- CADDIES/BUGGIES/TROLLEYS

- All players will walk (either carrying their bags or using pull-trolleys).
-
- No caddies are allowed.
-
- No buggies are allowed.
- TEAM CAPTAIN
-
- Host clubs must issue at least one (1) buggy per team for their Team Captain/Appointed Team Representative (Subject to the club’s buggy availability), to be used by a maximum of 2 team officials only at any one time.
- DISTANCE MEASURING DEVICE
-
- A player may obtain distance information by use of a distance measuring device. If during a stipulated round, a player uses a distance measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 4-3.
- LOCAL RULES
-
- The Host Club’s Local Rules for the SGA JICL will apply. Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty.
- TOURNAMENT REFEREE & DISPUTES

- The tournament referee’s decision on all matters pertaining to the Rules of Golf is final.

- Any claim must be made by the Team Captain/Appointed Team Representative to the Tournament Director. In any instance of an official dispute, the Tournament Director may seek the advice of the Tournament and Rules Committee. The decision of the Tournament and Rules committee, once posted, is final and binding on all parties.

- If a player is disqualified under the Rules of Golf, the disqualification applies only to the player in the Leg and not to the whole division/team.
- INSURANCE

- All players are required to have golfing insurance.
-
- SGA & the host club will not be liable for any accidents that players/teams may get involved in.
- PRIZES

- Champion – Trophy (1) and Gold medals (Maximum 8)
- 1st Runner-Up – Trophy (1) and Silver medals (Maximum 8)
- 2nd Runner-Up – Trophy (1) and Bronze medals (Maximum 8)

Note: Additional medals can be ordered at the expense of the Team. The Team’s Tournament Admins may order additional medals directly from the supplier. Contact details will be provided by SGA.
- SUBMISSION OF SCORES TO CHS

- There will be no requirement to submit hole-by-hole scores or total adjusted scores into SGA CHS due to modified stableford format.
- GROOVE AND PUNCH MARK SPECIFICATIONS
-
- Groove and Punch Mark Specification: Model Local Rule G-2 is in effect.
- AMENDMENTS TO CONDITIONS
-
- The SGA Junior Development Sub-Committee reserves the right to amend the terms of competition.
