Local Rules

Native Grass Areas

All native grass areas are Penalty Areas, whether marked or unmarked. Proceed under Rule 17.1.

Pace of Play

A group is considered out of position when the group ahead has cleared the putting green and your group has not yet reached the teeing area of the same hole.

Penalties for slow play:

  • First violation: Warning
  • Second violation: One-stroke penalty
  • Third violation: Two-stroke penalty
  • Fourth violation: Disqualification

Players are expected to make each stroke within 40 seconds after they are able to play without interference or distraction.

Alternative to Stroke and Distance

Model Local Rule E-5 (Alternative to Stroke and Distance for Lost Ball or Ball Out of Bounds) is NOT in effect.

Penalty Areas

Penalty Areas are identified by red stakes and/or red lines.

  • Red stakes identify the Penalty Area.
  • Red lines define the margin.
  • When marked on only one side, the Penalty Area extends indefinitely.
  • Where a Penalty Area borders Out of Bounds, the Penalty Area margin extends to and coincides with the Out of Bounds boundary.
  • All native grass areas are Penalty Areas, whether marked or unmarked.

Proceed under Rule 17.1.

Out of Bounds

Out of Bounds is defined by:

  • White stakes.
  • Boundary fences.
  • The fence along Holes #1 and #2.
  • The road along Hole #16.
  • The line between the course-side points at ground level of white stakes or fence posts.

Where two Out of Bounds stakes coincide, the Out of Bounds boundary extends indefinitely.

Proceed under Rule 18.2b.

Ground Under Repair (GUR)

Players may take free relief from these areas under Rule 16.1.

White-lined Ground Under Repair and any artificially surfaced roads or paths connected to those areas are treated as a single abnormal course condition when taking relief under Rule 16.1.

The Committee reserves the right to designate additional areas as Ground Under Repair during the competition if course conditions warrant.

Tree Roots

If a player's ball lies in the general area cut to fairway height or less, and exposed tree roots in an area cut to fairway height or less interfere with the lie, stance, or area of intended swing, the tree roots are treated as Ground Under Repair.

Free relief is available under Rule 16.1b.

Immovable Obstructions

The following are immovable obstructions:

  • Asphalt, concrete, or gravel roads and paths.
  • Worn areas adjacent to roads and paths caused by vehicle traffic.
  • Flood pumps.
  • Culverts.
  • French drains.

Free relief is available under Rule 16.1.
