Sport Delivery Plan

 

1.0 Terms of Reference:

The Sport Organizing Committee (SOC) is responsible for the development and implementation of a plan for each sport. The plan communicates the needs, requirements, responsibily guidelines, and other functions.

Each plan will indentify the facilities and contracting responsibilities, sport technical requirements including results and medal presentations, specific venue needs and support requirements such as medical, transportation and storage.

3.0 SPORT TECHNICAL PLAN:

3.1 Competition Dates:   August 18 & 19, 2026

3.1.1 Competition – Tuesday and Wednesday

3.2 Venue:   Lloydminster Golf and Country Club

 

4.0 TECHNICAL PACKAGE:

4.1 Number of Competitors Per Team:

4.1.1 Each First Nation is allowed 2 total athletes Per Age Group

4.1.1.1 MALE: (17U ,15U ,13U)

4.1.1.2 FEMALE: ( 17U, 15U, 13U)

4.2 Caddies

4.2.1 Each participant will be allowed 1 Caddy (18yrs and older) to carry her/his/their bag and perform all caddie duties. Rake Bunkers, Get Yardage, Fix divots.

4.2.2. Caddies will be the only one allowed to interact with the participants.

4.2.3 Caddies will walk alongside participants (No power-carts allowed).

4.3 Parents/Guardians:

4.3.1. Parents/guardians will be allowed to follow the groups in which their son/daughter/relative is playing.

4.3.2 Parents/guardians will not be permitted to have any contact with their relation or caddies other than acknowledging good play or words of encouragement. (No advice will be given by anyone other than the player or their caddie).

    • 1st Offence – warning to the Player(s) involved
    • 2nd Offence – 2 stroke penalty to the Player(s) involved
    • 3rd Offence – possible disqualification of the Player(s) and removal of the coach/parent/spectator involved in the incident. 
    1. 4.3.3 All spectators/fans watching will remain a reasonable distance away from the groups.

4.3.4 Must not interrupt the tournament being played and are required to keep up with the group you are following.

 

5.0 CLASSIFICATION:

5.1 Athletes may only be 1 year younger than the youngest age group.

5.2 No one born in 2016 or later will be allowed to participate in Golf at the Championships

5.3 An athlete may move up 1 age division but not down. For example, a 2011 player can play with the 17U category but cannot play in the U15 category.

5.4 One individual athlete per classification category.   

 

6.0 ELIGIBILITY:

6.1 The FSIN YOUTH GOLF CHAMPIONSHIPS shall be open to Saskatchewan Residents who are of Status Indian Ancestry. 

6.2 Athlete treaty numbers are required as proof.

6.3 All athletes must compete with their respective First Nation

6.4 All athletes must be a member of a First Nation within the Federation of Saskatchewan Indian Nations (FSIN). 

6.5 No band transfers are allowed.

 

7.0 PAYMENT OF REGISTRATION

7.1 Each First Nation is responsible for completing the registration forms and submit total payment directly to Onion Lake Recreation.

 

8.0 COMPETITION 

8.1 The athletes in the U13 division will Play 9 holes a day.

8.2 U17 & U15 Divisions will Play 18 holes a day.

8.3 FORMAT:

    1. 8.3.1 Individual Stableford Scoring – with a Double Bogey limit.
    2. 8.3.2 The individual with the highest points total (overall points scored) will be the champion over the two days.
    3. 8.3.3 Point Format using Stableford Scoring is as follows:
    4. 8.3.4 Double Eagle = 10 points,
    5. 8.3.5 Eagle/Hole in One = 8 points,
    6. 8.3.6 Birdie = 5 points,
    7. 8.3.7 Par = 3 points,
    8. 8.3.8 Bogey = 2 points,
    9. 8.3.9 Double Bogey = 1 point.
      Player must pick the ball up to keep the pace of play moving.

8.4 Transportation:

 8.4.1 Participants must walk and can use a pull cart or Riksha*.
* subject to modification by the host/organizing committee based on reasonable factors and/or individual needs.

 

9.0 SCORING:

9.1.1 See format above in section 8.3.

9.1.2 Players must record the total number of stroke taken on each hole, including penalty strokes, or record an X if the player has picked up her/his/their ball. 

9.1.3 At the end of each round, all hole scores will be added together to determine the player’s total points.

9.1.4 Scores from Day One and Day Two will then be combined for an overall tournament points score.

9.1.5 The player with the highest total points scored after both rounds will be declared the tournament champion in their division.

9.1.6 Players are responsible for keeping accurate scorecards and ensuring scorecards are signed and submitted to tournament officials immediately following each round. 

9.1.7 Any incorrect or unsigned scorecards may result in penalties or disqualification according to the Rules of Golf.

9.1.8 Double Bogey (Maximum Score) To help maintain pace of play during the tournament, a maximum score rule will be in effect. Any player who reaches a double bogey on a hole will be required to mark their score, pick up their ball and proceed to the next hole.

9.1.9 In the event of a tie, the tournament committee will determine the winner using* a sudden victory playoff, beginning on a designated hole chosen by the Committee, in consultation with the Pro-Shop. 

 

10.0 EQUIPMENT/COMPETITIVE UNIFORM:

10.1 Equipment/Food/Water:

10.1.1 Each player is responsible for providing her/his/their own equipment.

10.1.2 Players may use pull or push carts.

10.1.3 Rental clubs, pull/push carts will be available at the responsibility and cost to the participant.

10.1.4 Use of power carts is not allowed *
*may be modified by the Host Committee and in consultation with Golf SK and the FSIN Coordinator.

10.1.5 No more than 14 clubs in a competitor’s bag. 

10.1.6 Food/snacks/water/beverages will be available throughout the course.*
* Unless otherwise notified by the Committee

10.2 Competitive Uniform:

10.2.1 A dress code is in effect, collared or mock shirts, shorts or dress pants (jeans, t-shirts, tank tops, sweats, track suits are not appropriate).

10.2.2 Caps/hats may be worn, but must be worn forward at all times.*
* Weather issues separate 

10.2.3 Appropriate athletic footwear must be worn at all times (Golf Shoes or Running Shoes).

10.2.4 OLCN will enforce the 10.2 using common sense.

 

11.0 OFFICIALS

11.1 Major Officials may include one (1) provincially accredited Level II Rules Officials & one (1) Golf Saskatchewan Tournament Administrator.

11.2 Minor Officials include 1 starter, 1 scorer, forecaddies (spotters) as required, and 1 scorer with each group, from the host club, FDFN or FSIN Host Games or other volunteers if they are available.

11.3 Golf Saskatchewan required a minimum of 4 people from the Host Venue/Committee to assist with running the championship.

 

12.0 MEDICAL SERVICES

12.1 A minimum of one First Responder will be on location at the venue at all competition times.

12.2 The First Responder will be equipped with a First Aid Kit.

 

13.0 PROTEST PROCEDURE

13.1 Sport Protests: The Rules of Golf cover all aspects of the competition. 

13.1.1 The event is sanctioned under the Golf Canada Rules of Golf and will determine the outcome all related golf protests. 

13.1.2 The decision made by the Golf SK Rules Committee is final. 

13.1.3 To re-confirm, protests are allowed for non-rules of golf application(s) only.

13.1.4 All non-golf related protests must be made to the head rules official, FSIN and the tournament chairperson to make a decision.

13.1.5 A Sport Jury will consist of head official or designated Golf SK Rules Official, FSIN and a Golf Saskatchewan representative.

13.2 Eligibility Protests:

13.2.1 The FSIN Sport, Culture, Youth and Recreation Board will act as the Jury for all protests dealing with the eligibility of Athletes.

13.2.2 All protests must be communicated to the FSIN Games Coordinator no later than 15 minutes after the close of the competition.

13.2.3 Protests must be signed by the participants Coach / Designate of the participating team. This designate must be submitted in writing.

13.2.4 All protests will be accepted with no explanation from the Board. All protests must be dealt with within 15 minutes of the game ending or game stands as posted.

13.2.5 A fee of $500.00 will be in place for all protests. This fee will be given directly to the FSIN Games Managers or Technical Director for Golf.

13.2.6 Cash will be the only accepted form of payment.

13.2.7 This fee will be put toward the Youth Championships if the protest is lost.

13.2.8 Protest fee will be returned if the protest is won by the Team protesting.

 

14.0 MEDALS

14.1 Top 3 players per division will receive Prizes and or Trophy’s

14.2 *NO TIES will be allowed so retrogression or a playoff may be required.
