2019 Oregon Mid-Amateur Qualifier #1 – Woodburn, Ore

  1. OGA Golf Course Scorecard – Please disregard all Local Rules, including those on the OGA Scorecard.  The only dropping zones in use are those indicated below.
  2. Teeing Ground – Play from the black wood tee markers.
  3. Format – Competing for twenty three (23) qualifying positions into the 31st Oregon Mid-Amateur Championship, May 4 – 5, 2019 at The Reserve Vineyards and Golf Club – South Course. In the event of a tie, the last qualifying position will be decided by a hole by hole playoff as soon as all scorecards have been verified and returned. Ties for alternate positions will be determined first by order of finish in a playoff, then by matching scorecards per the USGA recommended method.
  4. Practice - (See Rule 5.2) Designated practice areas on the course include the driving range, practice putting green, chipping green and the areas surrounding them.
  5. Out of Bounds – Defined by the line between the course-side points, at ground level, of white stakes and fence posts. A ball coming to rest on or beyond a public road is out of bounds even if it comes to rest on another part of the course.
  6. Penalty Areas – Defined by red or yellow stakes.
    1. No play zones – Holes #7, 8, 14 & 18. Within penalty areas, are defined by green tipped stakes. Model Local Rule E-8.2 is in effect and penalty relief must be taken under Rule 17.1e.
    2. When playing hole #4 or #5, if a ball is in the penalty area, including when it is known or virtually certain that a ball that has not been found came to rest in the penalty area and it last crossed the edge of the penalty area between the two green stakes, the player has these relief options, each for one penalty stroke:
      1. Take relief under Rule 17.1, or
      2. As an extra option, drop a ball in the dropping zone, indicated by the painted white circle and located:  on hole #4 – on the right side of the fairway 150 yards from the green; on hole #5 – on the left side of the fairway 40 yards from the green. The dropping zone is a relief area under Rule 14.3.
    3. When a red penalty area is defined on only one side, it extends to infinity.
    4. When a red penalty area is connected to the out of bounds edge, the penalty area extends to and coincides with out of bounds.
    5. The player may take relief under Rule 17.1d or, when the ball last crossed the edge of a red penalty area located on holes #9, #11 near teeing area, #13 and #18 near the green, as an extra relief option adding one penalty stroke, the player may drop the original ball or another ball on the opposite side of the penalty area. 
  7. Immovable Obstructions – Include but are not limited to:
    1. Wooden split-rail fences that lie within one club-length of a cart path and other immovable obstructions that are adjacent to, within or abutting each other are a single immovable obstruction when taking relief under Rule 16.1;
    2. All outhouses, restrooms or dwellings located on the course and cement paths surrounding them are deemed to be a single obstruction;
    3. Artificially surfaced roads and their extensions;
    4. Sprinkler heads and control boxes.
