Dear Contestant:
Welcome to the 57th annual John R. Williams Four-Ball Tournament. We hope you enjoy your visit to Oak Hill Country Club, home of two world-renowned Donald Ross courses. Enclosed is all of the information you need to enjoy your tournament weekend. The information is as follows:
- Schedule of Events – Please be sure to register anytime between 7:00 a.m. and 1:00 p.m. on Wednesday or between 7:00 a.m. and 11:00 a.m. on Thursday morning.
- Tee Times – Times for Thursday, September 16th and Friday, September 17th, 2021.
- Rules and Conditions of Competition
- Personalized Charge Card – This card must be used to purchase food and beverages at the snack bar and dining facilities at Oak Hill, as well as in the Pro Shop. Cash is also acceptable, and the Pro Shop will accept Visa, Master Card and American Express. Please check to make sure we have your current address.
- Tournament Payout – A schedule of payout and prizes for both divisions and the skins game.
- Telephone Numbers and Contact List – Information regarding pertinent departments at Oak Hill.
Your team is assigned a locker for your convenience for use throughout the tournament weekend. A posting of your locker assignment is on the Williams bulletin board inside the locker room. Also, any contestant messages received at the Club will be posted on the board. Of course, messages of an urgent nature will be immediately communicated.
Remember – a complimentary buffet breakfast is served each morning (Thursday - Saturday) and you can enjoy a draft beer at the scoreboard each day. Your significant other is welcome to dinner on Wednesday for a $115 charge and breakfast each day at a $15.00/day charge.

LOCAL RULES AND CONDITIONS OF COMPETITION
Local Rules: USGA Rules will govern all play along with the local rules of Oak Hill C.C.
- Out of bounds: East course – Inside edge of Chapin way on holes #5, #7, #8, #9. Inside edge of Kilbourn Road on hole #4 and #5.
- In Course Out of Bounds: When playing Hole #6 the fairway on Hole #7 will define in course out of bounds.
- Dropping Zone for Yellow Penalty Area: East Course - If a ball is in the yellow penalty area on holes #1 and #11, including when it is known of virtually certain that a ball that has not been found came to rest in the penalty area, the player may take relief using one of the options under Rule 17.1, or, as an extra option, drop another ball in the dropping zone. The dropping zone is a relief area under Rule 14.3
- The one ball rule is not in effect.
- West Course – There is no free relief from boundary fences along #13 and #14.
- Distance measuring devices are permitted. It may not gauge the measuring of slope or measure other conditions that might affect play (e.g., wind speed or direction).
- Newly Sodded Area: If a player's ball lies in or touches a seam of cut turf or a seam interferes with the player's area of intended swing: Ball in General Area: The player may drop a ball under Rule 16.1b Abnormal Course Conditions. Interference by stance alone is no relief.
- Broken or Significantly Damaged Club – Local Rules as prescribed in the Clarifications to the 2019 Rules of Golf is in effect. Model Local Rule G-9
- Back-On-The-Line Relief – Local Rule as prescribed in the Clarifications to the 2019 Rules of Golf is in effect, Model Local Rule E-12
- Limiting When Stroke Made From Putting Green Must Be Replayed Under Exception 2 to Rule 11.1b – Local Rule as prescribed in the Clarifications to the 2019 Rules of Golf is in effect. Model Local Rule D-7
Conditions of Competition:
FORMAT: Fifty-four hole four-ball stroke play. Field will be cut to the low 30 teams and ties after 36 holes. The ball shall be played as it lies, except as otherwise provided in the Rules.
Senior Division: Same as above, with the exception that the cut will be to the low 8 teams and ties, and play is from the Blue markers.
DECIDING TIES: A hole-by-hole playoff beginning on #18 and proceeding thru holes #14, 15, 18 as required will be held immediately following completion of scheduled play for the final round and will be used to decide ties for first place. Ties for 2nd and 3rd will be broken by Day 2 score followed by the USGA recommended back nine, last six holes, then last three holes.
Senior Division: Same as above, with the hole-by-hole playoff beginning on 13, and then proceeding on holes 10-13 as required. Ties for 2nd place will be by match of card - going from back nine, last 6 holes, then last 3 holes.
PLAY NOT COMPLETED AS SCHEDULED: In the event play is interrupted by inclement weather and, as a result, play cannot be completed as scheduled, the Committee will determine the method to be used to decide the tournament results.
RULES: The Rules Committee is comprised of Golf Professional, Jason Ballard; two representatives of the Rochester District Golf Association; and two committee members, Rich Johnson and Jerry Stahl. All are knowledgeable about the Rules and will be available to give rulings and otherwise assist players, and will be on the course to observe play.
STARTING TIMES: Teams shall start at the time laid down by the Committee. In the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 5-3A, if a team or team member arrives at their starting point, ready to play, within five (5) minutes after their starting time, the penalty for failure to start on time is two strokes at the first hole in stroke play instead of disqualification.
CARTS: (1) When a golf cart is shared by two or more players, the cart and everything in it are deemed to be the equipment of one of the players sharing the cart. If the cart is being moved by one of the players (or the partner of one of the players) sharing it, the cart and everything in it are deemed to be that player’s equipment. Otherwise, the cart and everything in it are deemed to be the equipment of the player sharing the cart whose ball (or whose partner’s ball) is involved. (2) A player or players using a cart may appoint someone to drive the cart, in which case, the driver is considered to be the caddie of the player or players.

PACE OF PLAY POLICY
In the past, stroke play rounds on Thursday and Friday have taken inordinately long. Please recognize that Rule 5.6 states, in part: “The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by the Committee,” and thereafter prescribes penalties for slow play. It is expected that groups maintain their position and that play be completed in no more than 4 hours 20 minutes on the West course and 4 hours and 40 minutes on the East course.
Definition of “Out of Position”
The first group to start will be considered out of position if, at any time during the round, the group is behind the prescribed schedule, as detailed on the Pace of Play Time Chart (below).
Any following group will be considered out of position if it (a) is taking more than the allotted time to play and (b) reaches the tee of a par 3 hole and the hole is clear or fails to clear the tee of a par 4 hole before the preceding group clears the putting green or arrives at the teeing ground of a par 5 hole when the preceding group is on the putting green.
NOTE: Except for the first group(s), both (a) and (b) must apply for a group to be out of position.
Group Out of Position
If a group is out of position, they may be monitored by an official. However, a group will not be notified when they are being timed. A player(s) may inquire as to whether they are being monitored, in which case the official will advise them of their status.
Monitoring
Any player in a group out of position who takes more than 40 seconds to play a stroke on one occasion will be informed as soon as practicable that he has one bad time. If he exceeds 40 seconds on one more occasion, he will be informed as soon as practicable that his team has been penalized one stroke. If he exceeds 40 seconds on one more occasion, he will be informed as soon as practicable that his team has been penalized an additional two strokes. Any player who takes more than 40 seconds to play a stroke on one more occasion (a total of four timings exceeding 40 seconds), will be informed as soon as practicable that his team has been disqualified.
NOTE: If the group in question regains its proper position, any previous timing of more than 40 seconds will be carried over for the remainder of that round in the event that group requires additional monitoring.
NOTE: The penalty may only be assessed by an on-course Rules Officials, including any of the Oak Hill Golf Professionals.
Timing
The timing of a player’s stroke will begin when he has had a reasonable opportunity to reach his ball, it is his turn to play, and he can play without interference or distraction.
Except on the putting green, if a player has reached his ball, it is his turn to play and there are no distractions, timing will begin after he has had a reasonable time to select his club. Time spent walking backward or forward for determining yardage will count as part of the time taken for the next stroke.
On the putting green, timing will begin after a player has been allowed a reasonable amount of time to lift, clean and replace his ball, repair his ball-mark and other ball-marks on his line of putt and remove loose impediments from his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke.
Allotted Time
Groups will be required to play a 4 hour and 20-minute pace (West Course) and 4 hour and 40 minute pace (East Course) for the 18-hole round.
Rulings or Other Incidents
If a ruling or some other legitimate delay occurs which causes the group in question to lose its position, that group is expected to regain its position within a reasonable amount of time.

Thursday and Friday: $20 per team/per day

A Bombay on Thursday and Friday with payouts for top team performances will be arranged by the golf professional staff and the Committee.
