NOTICE TO PLAYERS

 

USGA RULES OF GOLF AND WMGA LOCAL RULES, CONDITIONS AND PACE OF PLAY GUIDELINES ARE IN EFFECT EXCEPT FOR THE FOLLOWING CLARIFICATIONS AND MODIFICATIONS:

Unless otherwise noted, the Penalty For Breach Of A Local Rule Or Condition is two strokes.

Cart fee: $25 per player ($50 per team), made payable by cash or check to the WMGA.

 

PRACTICE

A driving range for irons ONLY is available

The putting green will open at 7:00 AM.

 

GENERAL

Distance-Measuring Devices are allowed.

 

Proper golf attire must be worn at all WMGA events. No denim of any color, leggings, tank tops, warm-up suits, or sweat pants will be permitted. Under no circumstances will short shorts or low cut shirts be allowed. Skorts and shorts must be Bermuda length, no more than 5” above the knee.

 

FORMAT 

18 holes of Pinehurst stroke play. In Pinehurst format both partners drive; each plays a second stroke with the other’s ball; they then select the ball with which they will play alternate strokes thereafter. The player with the lower Course Handicap receives 60 percent of his/her Course Handicap. The player with the higher Course Handicap receives 40 percent of his/her Course Handicap. The percentage allowances are rounded off (.5 or higher is rounded upward) and then added together. This becomes the team’s Course Handicap. Trophy and prizes awarded to the low gross team; prizes awarded to the low net team. Ties for low gross or low net will be decided by matching cards.

 

TEE MARKERS

Women - RED TEES, 4,841 yards.

Men - BLUE TEES, 5,540 yards.

Yardage is calculated to the center of the green. 

 

CARTS

Cart fee: $25 per player ($50 per team), made payable by cash or check to the WMGA.

 

FOOD SERVICE

Continental breakfast will be served starting at 7:00 AM. A buffet lunch will also be served following the round.  Breakfast & Lunch charges have been included in the entry fee (not including halfway house & alcoholic beverages).

 

EMBEDDED BALL RULE 25-2

“If a player’s ball is embedded in any closely-mown area through the green, it may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.

 

DISTANCE-MEASURING DEVICES

“For all play during WMGA competitions a player may obtain distance information by use of a distance-measuring device. If during a stipulated round, a player uses a distance-measuring device. If during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3.”

Penalty for Breach of Rule 14-3: Stroke Play – Two Strokes. For subsequent offense – Disqualification.

 

DOUBT AS TO PROCEDURE RULE 3-3

“In stroke play only, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, complete the hole with two balls. To proceed under this Rule, he must decide to play two balls after the doubtful situation has arisen and before taking further action (e.g., making a stroke at the original ball).  The competitor should announce to his marker or a fellow-competitor that he intends to play two balls and which ball he wishes to count if the Rules permit the procedure used for that ball. Before returning his score card, the competitor must report the facts of the situation to the Committee. If he fails to do so, he is Disqualified.”


LOCAL RULES

 

OUT OF BOUNDS

Defined by white stakes and lines. The railroad tracks on Hole #5, Hole #6, and Hole #9 are to be played as Out of Bounds.

 

WATER HAZARDS

Defined by yellow stakes and lines.

 

LATERAL WATER HAZARDS

Defined by red stakes and lines.

 

DROP AREAS

The use of drop areas is NOT permitted.

 

GROUND UNDER REPAIR

All raised decorative flower beds are ground under repair. All newly sodded areas or removed tree stumps.          

Worn areas due to the extension of cart paths & maintenance traffic or excessive water “pooling”

Sunken areas from either sprinkler lines or drainage pipes anywhere other than hazards or out of bounds.

Free relief from stance or area of intended swing.  Drop within one club length of the nearest point of relief no nearer the hole.

 

OBSTRUCTIONS

Bridges are Immovable Obstructions – Stance & Swing relief only – not line of sight.

 

All protective netting around tees & greens (except for large netting on Hole #1) is Temporary Immovable Obstruction.  Both Swing relief and flight of ball, no penalty, nearest point of relief, no closer to the hole.  If your ball hits the protective net or its poles, it is played as “rub of the green” and the ball is played as it lies.

 

Stones in bunkers are movable obstructions.

 

ENVIRONMENTALLY SENSITIVE AREA

Blue stakes and lines – environmental sensitive area Entry into, ball retrieval or playing are prohibited.

 

ACCIDENTAL MOVEMENT OF A BALL ON THE PUTTING GREEN

Rules 18-2, 18-3, and 20-1 are modified as follows: When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment.  The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental.

 

INSTRUCTIONS FOR DISCONTINUANCE OF PLAY

 

Ramsey Golf and Country Club DOES NOT have a lightning detection system.  Although bad weather is not of itself a good reason for discontinuing play, a player is permitted to discontinue play at any time she herself believes there is a danger from lightning. The WMGA strongly endorses each individual’s attention, vigilance and care in this regard, to one’s own safety and that of one’s caddie.

 

Rule 6-8(b) details the procedure for discontinuance of play, e.g. darkness, golf course unplayable, which shall be signaled by three short blasts, repeated of an air horn(s). If players are in the process of playing a hole, they may continue provided they do so without delay. If players choose to continue, they shall discontinue either before or immediately after completing the hole. The penalty for breach of this Rule is disqualification.

 

In potentially dangerous situations, e.g. lightning in the area, play shall be discontinued immediately following a suspension of play by the Committee, which shall be signaled by one prolonged blast, of a siren. If a player fails to discontinue play immediately, she shall be disqualified unless circumstances warrant waiving such a penalty as provided in Rule 33-7.

 

Play shall not resume in either case until signaled by two short blasts, repeated of an air horn(s). All practice areas shall be closed during a suspension of play, until the Committee has declared them open for use.

 

When play is discontinued in a dangerous situation, players should seek the nearest point of shelter.
