NOTICE TO PLAYERS

 

USGA RULES OF GOLF AND WOMEN’S MET LOCAL RULES, CONDITIONS AND PACE OF PLAY GUIDELINES ARE IN EFFECT EXCEPT FOR THE FOLLOWING CLARIFICATIONS AND MODIFICATIONS:

 

Unless otherwise noted, the Penalty For Breach Of A Local Rule Or Conditionis two strokes.

 

THE WMGA WILL BE POSTING SCORES DIRECTLY TO GHIN.

 

GENERAL

Practice facilities open at 7:00AM. No Driving Range. Hitting cage available.

 

Pro Shop opens at 7:00AM. Michael Rapisarda, PGA Golf Professional – (914) 835-1354    

                                    

Parents/Spectators MUST sign in at registration table and wear an identification badge throughout the tournament.

 

Distance-Measuring Devices are allowed.  Electronic communication devices MUST be turned off.

 

Proper golf attire must be worn at all WMGA events. No denim of any color, leggings, tank tops, warm-up suits, or sweat pants will be permitted. Under no circumstances will short shorts or low cut shirts be allowed. Skorts and shorts must be no more than 5” above the knee.     

 

TROPHY TOURNAMENT FORMAT

18 holes of stroke play. Full Course Handicap. Pairings made by the Committee. Trophy awarded to the low gross winner. Ties for the trophy will be decided by a hole-by-hole playoff beginning on the first hole. Any player not present for the playoff must forfeit. Ties for other gross and net prizes will be decided by matching cards. All players without a handicap index cannot participate in the net tournament.

 

9-HOLE EVENT FORMAT

9 holes of stroke play. Pairings made by the Committee. Prizes awarded for low gross. Ties will be decided by matching cards.

 

TEE MARKERS

18 Hole division: RED Tees. Yardage: 5,224

9 Hole division: Forward Tees (Red Tees).  Yardage: 2,718

Yardage is calculated to the center of the green.

 

TRANSPORTATION

All players MUST walk the stipulated round and carry their own golf clubs. Pull carts ARE permitted.The WMGA and Rye Golf Club WILL NOT provide players with their own pull/push cart.Caddies are NOT permitted and spectators MUST walk.

 

FOOD SERVICE

Continental breakfast beginning at 7:00AM. A buffet lunch will be served starting at 11:30AM. Parents may purchase lunch (cash only).

 

EMBEDDED BALL RULE 25-2

“If a player’s ball is embedded in any closely-mown areathrough the green, it may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.

 

DOUBT AS TO PROCEDURE RULE 3-3

“In stroke play only, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, complete the hole with two balls. To proceed under this Rule, he must decide to play two balls after the doubtful situation has arisen and before taking further action (e.g., making a stroke at the original ball).  The competitor should announce to his marker or a fellow-competitor that he intends to play two balls and which ball he wishes to count if the Rules permit the procedure used for that ball. Before returning his score card, the competitor must report the facts of the situation to the Committee. If he fails to do so, he is Disqualified.” 


LOCAL RULES

 

 

ACCIDENTAL MOVEMENT OF A BALL ON THE PUTTING GREEN

Rules 18-2, 18-3, and 20-1 are modified as follows: When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment.  The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental.

 

OUT OF BOUNDS

Defined by white stakes or boundary fences. No relief from out of bounds fences. Where white stakes abut boundary fences or stone walls, the stakes identify the out of bounds, the wall or fence define the out of bounds.

 

GROUND UNDER REPAIR

Ground Under Repair is defined by white paint and/or roped off stakes.

Exposed surface drains are considered Ground Under Repair.

 

OBSTRUCTIONS

All paved paths and tie-ins ARE considered immovable obstructions.

 

Stones in bunkers ARE considered movable obstructions.

 

LATERAL WATER HAZARDS

Lateral Water Hazards are defined by red lines and/or red stakes. Environmentally sensitive lateral hazards – Indicated by RED stakes with GREEN tops. Use of drop areas is NOT permitted.

 

WATER HAZARDS

Water Hazards are defined by yellow lines and/or yellow stakes. Use of drop areas is NOT permitted.

 

INTEGRAL PARTS OF THE COURSE

Material depot to the right of the 9th hole. These are integral parts of the golf course and the ball shall be played as it lies.

 

ENVIRONMENTALLY SENSITIVE AREAS

Hole #11 and Hole #12 – Maintenance facility – This is an ENVIRONMENTALLY SENSATIVE lateral hazard. Players will proceed under rule 26 except that a player cannot play from within the margin of the hazard. (Also, players are prohibited from entering an environmentally sensitive area for any reason)

 

SOD NURSERY

Any ball coming to rest on the sod nursery adjacent to the 10th tee. Proceed under Rule 25-3. Ball on wrong putting green. Player must take complete relief

 


INSTRUCTIONS FOR DISCONTINUANCE OF PLAY

 

Rye Golf Club does NOT have a lightning detection system.  Although bad weather is not of itself a good reason for discontinuing play, a player is permitted to discontinue play at any time she herself believes there is a danger from lightning. The WMGA strongly endorses each individual’s attention, vigilance and care in this regard, to one’s own safety and that of one’s caddie.

 

Rule 6-8(b) details the procedure for discontinuance of play, e.g. darkness, golf course unplayable, which shall be signaled by three short blasts, repeatedof an air horn(s). If players are in the process of playing a hole, they may continue provided they do so without delay. If players choose to continue, they shall discontinue either before or immediately after completing the hole. The penalty for breach of this Rule is disqualification.

 

In potentially dangerous situations,e.g. lightning in the area, play shall be discontinued immediately following a suspension of play by the Committee, which shall be signaled by one prolonged blast, of a siren. If a player fails to discontinue play immediately, she shall be disqualified unless circumstances warrant waiving such a penalty as provided in Rule 33-7.

 

Play shall not resume in either case until signaled by two short blasts, repeatedof an air horn(s). All practice areas shall be closed during a suspension of play, until the Committee has declared them open for use.

 

When play is discontinued in a dangerous situation, players should seek the nearest point of shelter.
