Terms of Competition

 

The following terms of competition, together with any additions or amendments published by the Tournament Committee at the host club, will apply to this Championship.

 

GENERAL

  1. The SGA Junior Golf Day – will be played at Sembawang Country Club on 14 June 2021.
  2. It will be played in accordance with the Rules of Golf as approved by R&A Rules Limited and with the Local Rules approved by the Organizing Committee.

 

ELIGIBILITY

  1. Entries are open to boys and girls who are Singaporeans, PRs, and Non-Singaporeans between the age of 6 and 14 as of 1 January 2021.  
  2. Players must hold a valid WHS Handicap Index between 21.0 & 36.0 as of 1st May 2021 Please refer to point 11 under "Tournament Format of Play" for each division's handicap eligibility.
  3. Handicap Index containing Excessive Penalty Scores will not be accepted.
  4. Golfers who do not meet the minimum eligibility criteria may be considered for acceptance by the Organising Committee on a case-by-case basis.
  5. They must conform in all respects to the Rules of Amateur Status as laid down by the R&A Rules Ltd.

 

TOURNAMENT FORMAT OF PLAY

  1. The SGA Junior Golf Day will be decided over 1 round of 7 holes for 12-14 years old (Division 1). For 6-11 years old (Division 2), it will be decided by 1 round of 6-holes.
  2. The player with the highest Stableford points in each division will be the winner.
  3. Players who scored more than Quadruple Bogey (gross score of 8 strokes) on any holes will be compulsory to pick up their balls and move on to the next hole to speed up play. There will be no point awarded on the hole (0 points).
  4. There will be two Divisions based on age groups and Handicap Index. They are:

SIZE OF FIELD

  1. The allocation of entries to the various divisions will be determined by the OC and is final. Field size is limited registration will be on a first-come-first-served basis. 
  2. The OC reserves the right to refuse any entry without assigning any reason for such refusal. The decisions of the OC as to the acceptance or denial of any entry shall be final. 

 

ENTRY

  1. The entry fee is S$25.00 nett and must be submitted at the time of entry. All payment must be made before the closing date of each leg of the series. 
  2. Participants may pay via Paynow through the official Paynow link on SGA's website 
  3. There will be no refund of the entry fee after the closing date.
  4. Entries must be submitted through the official online entry form on SGA's website.
  5. Participants are advised to check the SGA website for confirmation of entries received.
  6. Only entries with proof of insurance and payment instructions will be processed.
  7. The OC reserves the right to limit, accept, or reject entries.

 

CLOSING DATE

  1. The closing date for registration will be 14 May 2021.
  2. Late entries may be accepted at the sole discretion of the OC.

 

DRAW & TEE BOX

  1. The draw will be made by the OC before the start of the tournament. Division 1 players will play from Red tee box. Division 2 players will play from Gold tees in front of the Red tee box. 

 

 TIME OF STARTING

  1. Players shall start at the time and in the order as indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made.
  2. The OC reserves the right to fix or alter the starting times.
  3. Starting times will be in the afternoon from 2:00 pm onwards.

 

SUBMISSION OF SCORECARD

  1. Players should check their cards in the returning area (scoring table) and ensure that they are correct and signed. Any doubtful points should be settled with the OC before returning the scorecard.
  2. A player is deemed to have returned his scorecard, and no further amendments may be made once he has left the returning area (scoring table) or the demarcated area where they exist.

 

DECISION OF TIES

  1. In the event of a tie for first place, the winner shall be decided by a countback on the last 7, 5, last 3, or the final hole. For Division 2, the winner shall be decided by a countback on the last 6, 4, last 2, or the final hole.

 

SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)

  1. A suspension of play for a dangerous situation and the resumption of play shall be signaled using the host club's warning system. The penalty for breach of Rule 5.7b is Disqualification. 
  2. All practice areas in open areas shall be closed during suspension for a dangerous situation until the OC has declared them open.

INCLEMENT WEATHER

  1. In the event that the round cannot be completed, the round shall be abandoned. The organizing committee will then decide the result of the standing of the tournament.

 

BUGGIES / MOTORISED TROLLEY

  1. The use of buggies and motorized trolleys in this tournament is prohibited. Players are to walk/carry/hand-trolley their golf bags.

 

PACE OF PLAY

  1. Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the 'SGA Individual Pace of Play policy. See separate memorandum to players for the Pace of Play guidelines.

 

DISPUTES OR DOUBTS AS TO CORRECT PROCEDURE

  1. If there is a doubt about the correct procedures, players are to refer to the Tournament Referee. Suppose a Tournament Referee is not immediately available, In that case, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling at the conclusion of the round before signing and the return of the scorecard.
  2. No spectators (including parents) enter into any discussion on a matter under dispute.

 

SGA REFEREES

  1. The SGA Referee's decision on all matters pertaining to the Rules of Golf is final.

 

 INSURANCE

  1. All players are required to have appropriate golfing insurance. Players must submit proof of insurance coverage together with the entry form.

 

GROOVE AND PUNCH MARK SPECIFICATIONS

  1. Player's clubs must conform to the groove and punch mark specifications in the Rules of Golf effective from 1 January 2010.

 

PRIZE PRESENTATION

  1. In accordance with the SGA Tournament Safe Management Guidelines, no prize presentation ceremonies shall be conducted after the games.
  2. Results will be announced online through websites and other different media platforms. Prizes will be collected at the SGA Office at a given schedule and or will be distributed according to the club’s discretion.

 

DRESS CODE

  1. Players must be appropriately attired on the golf course. Blue jeans, designer jeans, round neck T-shirts, and tank tops are prohibited. Golf shirts must be worn, and shorts must not be shorter than mid-thigh (no jean shorts).
  2. This dress code will be used in conjunction with any additional dress code restrictions of the host club. Players and caddies violating this dress code will not be permitted to start the tournament. 
  3. A violation of this dress code by a player or caddie during the stipulated round must be rectified without undue delay, or the player will not be allowed to continue play.
  4. Soft spiked shoes are compulsory.

 

CONDUCT OF PLAYERS

  1. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
  2. Any action contrary to the spirit of the game, such as abusive language, throwing of clubs, or other disruptive behavior, will not be tolerated and may result in Disqualification. If a player commits a serious breach of conduct, he may be barred from entry to future tournaments.
  3. The use of mobile phones and smoking are prohibited on the course.

 

SPECTATORS/PARENTS

  1. Spectators and Parents will not be allowed on the golf course at all times.

 

AMENDMENTS TO CONDITIONS

  1. The OC reserves the right to amend these conditions of competition.
