TERMS OF COMPETITION

 

 

 

The following terms of the competition, together with any additions or amendments as published by the Organising Committee at the host club, will apply to this Championship.

 

  1. GENERAL
  1. The Singapore Junior Golf Championship 2021 will be played at the Keppel Club from Monday, December 20, 2021 - Thursday, December 23, 2021 in accordance with the Rules of Golf as approved by R&A Rules Limited and with the Local Rules approved by the Organising Committee.

 

  1. ELIGIBILITY
  1. Entries are open to all boys and girls between the ages of 11 and 16 years as of 1 Jan 2021 and with a WHS Handicap Index of 14.0 or lower for boys and 16.0 or lower for girls, as of 1 Nov 2021.
  2. All entries will be subject to the approval of the Organising Committee (OC) which reserves the right to accept or refuse or having accepted, subsequently reject any entry without giving a reason for its decision.
  3. Handicap Index with Penalty Scores will not be accepted.
  4. Entrants must conform in all respects to the Rules of Amateur Status as approved by R&A Rules Limited.

 

  1. TOURNAMENT FORMAT OF PLAY
  1. The Championship will be decided by stroke play over three rounds of 18 holes. A cut will be made after 36 holes for the top 60% of the overall boys and girls then the top 60% of the respective age groups who shall qualify for the final round.
  2. The Overall Boy and Girl Champion shall be the player with the lowest gross aggregate score over the three rounds.
  3. Players will also compete in the respective age groups. They are:
  • Boys between 14 and 16 years of age;
  • Girls between 14 and 16 years of age;
  • Boys between 11 and 13 years of age;
  • Girls between 11 and 13 years of age.

 

  1. SIZE OF FIELD
  1. The field will be limited to a maximum of 92 participants. The roster will be confirmed based on entries with the lowest handicaps within each division.
     
  2. The OC reserves the right to refuse any entry without assigning any reason for such refusal. The decisions of the OC as to the acceptance or refusal of any entry shall be final.

 

  1. ENTRY
  1. The entry fee is S$220.00 for Singapore Citizens and Singapore Permanent Residents and S$290.00 for Foreigners (both prices are inclusive of GST). Members of the host club (Locals or Foreigners) will only be charged 50% of the registration fees. All fees must be submitted/settled only when promoted to the confirmed roster.

 

  1. ENTRY FEE PAYMENT
  1. Participants who are NOT IN  any of the SGA Squad may settle their payment via PayNow using the SGA UEN no. S61SS0189L, only when they get promoted to the confirmed roster.
  2. There will be no refund of the entry fee after the closing date.
  3. Entries must be submitted through the official online entry form from SGA’s website.
  4. Participants are advised to check the SGA website for confirmation of participation.
  5. Only entries with payment instructions will be processed.
  6. The OC reserves the right to limit, accept, or reject entries.

 

  1. CLOSING DATE
  1. The closing date is noon, 1 month before the tournament (Saturday, November 20, 2021 at 12:00 PM). Late entries may be accepted at the sole discretion of the OC.

 

  1. DRAW
  1. The draw for the practice round, first & second round will be made by the OC before the start of the Championship.
  2. The draw for the final round will be based on the gross and cumulative scores of the preceding rounds.

 

  1. TIME OF STARTING
  1. Players shall start at the time and in the order indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made. (The event will be held in the morning session)
  2. The OC reserves the right to fix and/or alter the starting times.

 

  1. SUBMISSION OF SCORECARD
  1. Players should check their cards in the returning area (scoring table) and ensure that they are correct and signed. Any doubtful points should be settled with the OC before returning the scorecard.
  2. A player is deemed to have returned his scorecard and no further amendments may be made once he has left the returning area (scoring table) or the demarcated area where they exist.

 

  1. DECISION OF TIES

 

Individual Event

  1. In the event of a tie or ties for the first place, the Champion shall be decided by a hole-by-hole play-off to take place as soon as practicable. The purpose of the play-off is to decide the Champion only. In the event of inclement weather or other reasons deemed by the Tournament Director to make a play-off impractical, the winner shall be decided by matching of scorecards of the 3rd round for the best score of the last 18 holes (1 – 18), last 9 (10 – 18), last 6 (13 – 18), last 3 (16 – 18) or the final 18th hole. If necessary, the 2nd or 1st round will be used in the same manner to break the tie.
  2. Ties for all other positions will be decided by matching of scorecards of the 3rd round for the best score of the last 18 holes (1 – 18), last 9 (10 – 18), last 6 (13 – 18), last 3 (16 – 18) or the final 18th hole. If necessary, the 2nd or 1st round will be used in the same manner to break the tie.

 

  1. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)
  1. A suspension of play for a dangerous situation and the resumption of play shall be signaled using the host club’s warning system. The penalty for breach of Rule 5.7b is Disqualification.
  2. All practice areas that are in open areas shall be closed during suspension for a dangerous situation until the OC has declared them open.

 

  1. INCLEMENT WEATHER
  1. In the event that the first round of the tournament cannot be completed, it shall be continued the next day before the commencement of the second round.
  2. In the event that the second round of the tournament cannot be completed, it shall be continued the next day before the commencement of the third round.
  3. If the second and/or third round cannot be completed, the rounds shall be abandoned. The result of the tournament will then be based on the completed rounds.
  4. However, if the Tournament Committee considers that for any reason the course is not in a playable condition or due to unforeseen circumstances that completion of the round is deemed impossible, it may order a temporary suspension of play or declare play null and void and cancel all scores for the round in question. When a round is canceled, all penalties incurred in that round are canceled.
  5. The decision of the Tournament Committee will be final.

 

  1. CADDIES / BUGGIES / MOTORISED TROLLEYS
  1. The use of caddies/buggies / motorized trolley in this Championship is prohibited.
  2. All players are to carry their bags or use their hand-drawn trolleys.

 

  1. PACE OF PLAY
  1. Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the ‘SGA Individual Pace of Play policy. See separate memorandum to players for the Pace of Play guidelines.

 

  1. DISPUTES OR DOUBTS AS TO PROCEDURE
  1. If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling after the round, before signing and the return of the scorecard.
  2. No spectators (including parents or accompanying officials) are to enter into any discussion on a matter under dispute.

 

  1. SGA REFEREES
  1. The SGA Referee’s decision on all matters pertaining to the Rules of Golf is final.

 

  1. INSURANCE
  1. All players are required to have appropriate golfing insurance.

 

  1. LIST OF CONFORMING DRIVER HEADS & GOLF BALLS
  1. List of Conforming Driver Heads: Model Local Rule G-1 is in effect
  2. List of Conforming Golf Balls: Model Local Rule G-3 is in effect.

 

  1. GROOVE AND PUNCH MARK SPECIFICATIONS
  1. Groove and Punch Mark Specifications: Model Local Rule G-2 is in effect.

 

  1. PRIZES
  1. The following prizes will be awarded:
  1. Overall Boys & Girls Champion, 1st Runner-Up & 2nd Runner-Up;
  2. Best Local Boy Performer;
  3. Best Local Girl Performer;
  4. Age Group – Best Gross Winner, 1st Runner-Up, 2nd Runner-Up
  5. Age Group – Daily Best Gross;
     

Note: The Overall Champions (Boy & Girl) and Overall Runners-Up (Boys & Girls) are not eligible for the Age Group Best Gross Winner and Runners-Up.

 

  1. PRACTICE
  1. The course is available to players for practice on 20 Dec 2021 (morning only), the cut-off time is 3:00 PM. Please DO NOT call the SGA Office to book a practice round. The practice round for this tournament will be PRE-DRAWN.

 

  1. No multiple ball play shall be allowed during the practice round.
  2. ALL players are not allowed to practice on the course or in any of the club's practice facilities after their round on any day of the Championship.

 

  1. PRIZE PRESENTATION CUM LUNCHEON
  1. In accordance with the SGA Tournament Safe Management Guidelines, no prize presentation ceremonies shall be conducted after the games.
  2. Results will be announced online through websites and other different media platforms. Prizes will be collected at the SGA Office at a given schedule and or will be distributed according to the club’s discretion.

 

  1. DRESS CODE
  1. Players must be properly attired on the golf course. Blue jeans, designer jeans, round neck T-shirts, and tank tops are prohibited. Golf shirts must be worn and shorts must be no shorter than mid-thigh (no jean shorts).
  2. This dress code will be used in conjunction with any additional dress code restrictions of the host club A player violating this dress code will not be permitted to start the tournament. A violation of this dress code by a player during the stipulated round must be rectified without undue delay or the player will not be allowed to continue play.
  3. Soft spiked shoes are compulsory.

 

  1. CONDUCT OF PLAYERS
  1. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
  2. Any action contrary to the spirit of the game such as abusive language, throwing of clubs, or other disruptive behavior, will not be tolerated and may result in a player not being able to continue in this competition.
  3. The use of mobile phones (except in an emergency) and smoking are not allowed on the course.

 

  1. DRIVING RANGE

      1​.  The driving range will open at 6:15 AM during the tournament except on Monday, 20 December. 

      2.  Practice Round - Monday, 20 December, the driving range will only open at 11:00 AM.

       3.  Range balls are free for all participants except during the practice round.

 

  1. SPECTATORS/ ACCOMPANYING OFFICIALS /PARENTS
  2. Spectators/accompanying officials/parents are not allowed on the course.

 

  1. AMENDMENTS TO CONDITIONS
  1. The OC reserves the right to amend these Championship conditions.
