2022 SGA INTER-CLUB LEAGUE

 

 

TERMS OF COMPETITION

 

 

The following Terms of Competition, together with any amendments published by the SGA Tournament Sub-Committee will apply to the SGA Inter-Club League. It is the responsibility of each competitor to ensure that he/she has read and complied with these Terms of Competition.

 

  1. GENERAL

 

  1. The 2022 SGA Inter-Club League (ICL) is a Stableford event without handicap allowances (Gross Stableford) that is open to all SGA Ordinary Members. The 2022 ICL will be played across five legs.
  2. The ICL shall be played in accordance with the Rules of Golf published by the R&A and the Local Rules as listed and approved by the SGA Tournament Sub-Committee.

 

  1. ELIGIBILITY

 

  1. Players must be a member of one of SGA’s Ordinary Member clubs that they are representing. Players may represent only one Club in the whole season of the ICL.

 

  1. Members of SGA National, Development and Junior Squads will not be eligible for the ICL 2022.

 

  1. Players must conform in all respects with the Rules of Amateur Status as promulgated by the R&A and possess a valid WHS Handicap Index consisting of a scoring record of 12 months and is within the stipulated range in their respective Divisions.
  2. A player’s eligibility to play in the various Divisions will be based on the lowest computed SGA CHS Handicap Index that a player has held from 1st Feb 2021 to 1st Jan 2022 revision dates (inclusive).
  3. New members of SGA Ordinary Members’ Club whose handicap scoring records are not shown in the SGA CHS as at 1st Jan 2022 may be fielded to represent the respective club. However, they may only be fielded in the men’s “Premier”, “Senior” and Ladies “A” and “Senior” Divisions.
  4. SGA Ordinary Members’ Club may field players in a Division with a lower handicap index range than the Division that they are eligible to play in. Once a player has played a leg in any one Division, the player must remain in that same Division throughout the entire season. The player cannot subsequently be fielded to play in any other Division. (Eg. Male player whose Handicap is above 6.0 may be fielded in the Premier division but must remain in the Premier division throughout the whole season).
  5. Players whose Handicap Index has been adjusted during the duration of the ICL may continue to play in the same Division that they started with.
  6. A player who breaches any eligibility criteria will be disqualified.

 

 

  1. FORMAT OF PLAY

 

  1. The ICL will be a gross stableford competition across seven (7) divisions. The hole-by-hole scoring will be as follows for all players in the ICL based on gross scores per hole:


 

  1. Players must stop playing a hole when they have reached the number of strokes that will result in zero points (ie. double bogey)

 

  1. In each leg, each team may field a team comprising 18 players. The team will consist of a minimum of 2 players and a maximum of 3 players for men, and a minimum of 1 player and a maximum of 2 players for ladies as shown in Table A below:

 

 

     

 

 

  1. The classification of the Divisions is shown in Table B below:

 

 

   

 

  1. 18-hole gross stableford scores will be used. The following scores will be used for each division:
    1. Combined top 2 gross stableford scores from the Men’s Premier, A, B and Senior Divisions and;
    2. The top gross stableford score from the Women’s A, B and Senior Divisions

 

  1. Two golf courses will be used for each leg of the ICL. Men’s Premier, A, B Divisions will play on one golf course, while Men’s Senior and Women’s A, B, Senior Divisions will play on another golf course on the same day.

 

  1. The Team result for each leg will be the accumulation of all points across divisions at both golf courses.

 

 

  1. Table C shows the distribution of points for each division, based on the format in (e):
     

 

 


 

 

  1. The Best Team in each leg will be the team with the highest accumulated division points.
  1. The Overall Division Champion will be the team who returns with the highest accumulated division points for the respective divisions across the 5 legs.
  2. The Overall Team Champion will be the team who returns with the highest accumulated division points across all divisions for the 5 legs.
  1. A disqualification of a player during a leg will not result in disqualification of the division/team. In an event where more than one player from the same division is disqualified, the team will receive zero points for this division.
  1. A disqualification of a player in any Leg will not result in his or her disqualification from the remaining legs of the ICL.

 

  1. SUBMISSION OF PLAYERS’ NAMES
  1. Clubs are to submit to SGA a long list of all their league players a week before the start of the ICL 2022 season. Clubs are allowed to include new names in the long list from time to time provided that they inform SGA of the change immediately. The long list will serve as the SGA database of ICL  players.


 

  1. REGISTRATION

 

  1. Clubs must register their players with SGA at least one week before each leg.
     
  2. A player may be substituted no later than 60 minutes before the first game tee-off time. Substitution requests must be sent via email to sga@sga.org.sg.

 

  1. REPORTING TIME

 

    1. Players shall report to the starter at least 10 minutes before their tee-off time.

 

  1. TIME OF STARTING

 

  1. Players shall start at the tee time decided by the host club and in the order indicated in the draw.

 

  1. DRAW

 

  1. The Draw for each Leg will be at the discretion of the Singapore Golf Association.

 

  1. DECISION OF TIES
     
    1. Division (Per Leg)

In the event of tie/ties during a Leg, the tie will be decided using the gross stableford score of the 3rd player in the team for men’s and 2nd player in the team for ladies.

 

If there is still a tie, the following count-back system will apply on the 3rd player for men’s and 2nd player for ladies:

  • The tie shall be decided using the count-back system starting with the last 9 holes, last 6 holes, last 3 holes and finally the 18th hole.
     

b. Team (Per Leg)
In the event of tie/ties during a Leg, the tie will be decided by using the accumulated gross stableford scores of 7 players. Each player must be from different divisions (i.e. highest gross stableford scroes for each division will count).

 

If there is still a tie, the following count-back system will apply to the player with the highest gross stableford score in each team:

  • The tie shall be decided using the count-back system starting with the last 9 holes, last 6 holes, last 3 holes and finally the 18th hole.

     

 

c. Overall Division Ties

In the event of tie/ties for the Division, the ties shall be decided by the division ranking in the 5th Leg. If there is still a tie, the ties shall be decided by the division ranking in the 4th leg. If a further tie exists, the division rankings from each preceding leg will count, until the tie is broken.
 

d. Overall Team Ties

In the event of tie/ties for the Overall Team Champions, the ties shall be decided by the team ranking in the 5th leg. If there is still a tie, the ties shall be decided by the team ranking in the 4th leg. If a further tie exists, the team rankings from each preceding leg will count, until the tie is broken.

                      

  1. STOPPING PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)

 

a.     When play is suspended by the TD for a dangerous situation, players must discontinue play immediately and not resume play until the TD has ordered a resumption of play. If a player fails to discontinue play immediately, he is disqualified. Exception – There is no breach of this Rule and no penalty if the Committee decides that circumstances justified the player’s failure to stop play when required to do so.

 

  1. INCLEMENT WEATHER

 

  1. In the event of inclement weather and a leg cannot be fully completed, points will only be awarded to divisions where all players in the division complete their rounds (18 holes). Points distributed for the team will be based on the accumulation of division points for divisions that have completed play.
     
  2. A leg will be abandoned if no division manages to complete 18 holes of play.

 

  1. CADDIES/BUGGIES

 

  1. No caddies are allowed.
  2. All players must use the buggies that are provided.
  3. No spectators/supporters will be allowed on the golf course for the ICL, in accordance with Sport Singapore’s Safe Management Measures.

 

  1. LOCAL RULES

 

a.    The Host Club’s Local Rules for the SGA ICL will apply. Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty.

 

b.    SGA’s COVID-19 Additional Local Rules will apply for all legs of the ICL.
 

  1. TOURNAMENT REFEREE & DISPUTES

 

  1. The tournament referee’s decision on all matters pertaining to the Rules of Golf is final.
     
  2. Any claim must be made by the Team Captain/Appointed Team Representative to the  Tournament Director. In any instance of an official dispute, the Tournament Director may seek the advice of the Tournament and Rules Committee. The decision of the Tournament and Rules committee, once posted, is final and binding on all parties.
  3. If a player is disqualified under the Rules of Golf, the disqualification applies only to the player in the Leg and not to the whole division/team.

 

  1. INSURANCE

 

  1. All players are required to have appropriate golfing insurance.

 

  1. SGA will not be liable for any accidents that players/teams may get involved in. SGA will not be liable for any accident to the players during the competition.

 

  1. PRIZES

 

The following prizes will be awarded:
 

  1. Overall Champion, 1st Runner up & 2nd Runner up
  2. Overall Division Champion, 1st Runner up & 2nd Runner up
  3. Best Team (per leg)


 

  1. Overall Team Champion (All Divisions Combined)
     

The Overall winner will be the team that returns with the highest accumulated division points across all divisions for the 5 legs played.


 

  1. Overall Division Champion
     

The Overall Division winner will be the team who returns with the highest accumulated division points for each division across the 5 Legs played.

 

 

  1. Best Team (per leg)
     

The team who returns with the highest accumulated division points across all divisions per leg.
 

 

  1. AMENDMENTS TO CONDITIONS

 

    1. The SGA Tournament Sub-Committee reserves the right to amend the terms of competition.
