It is the responsibility of each competitor to ensure that he/she has read and complied with the 

Terms of Competition of this event.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The following terms of the competition, together with any additions or amendments published by the Tournament Committee at the host club, will apply to this Championship.

 
1. GENERAL


a) The Singapore National Amateur Championship 2023 (SNAC) will be played at Singapore Island Country Club, Island Course from Monday, April 24, 2023 - Friday, April 28, 2023, in accordance with the Rules of Golf as approved by R&A Rules Limited and with the Local Rules approved by the Organising Committee.


2. ELIGIBILITY


a) The SNAC is open to male and female amateur golfers 12 years old, and above as of 1 January 2023.


b) Singapore citizens or permanent residents with a valid WHS Handicap Index of a maximum of 12.0 for men and a maximum of 15.0 for women, as of 01 March 2023 revision.


c) Handicap Index with Excessive Penalty Scores will not be accepted.


d) Players may not take a voluntary cut in their Handicap Index.


e) All entries will be subject to the Organising Committee's approval (OC), which reserves the right to accept or refuse or having accepted, subsequently reject any entry without giving a reason for its decision.


f) Entrants must conform in all respects to the Rules of Amateur Status as approved by R&A Rules Limited.


3. TOURNAMENT FORMAT OF PLAY


a) Rounds 1 & 2 of SNAC shall be played over 36 holes of Stroke play for the Men's and Women's Divisions. The top 16 players with the lowest gross aggregate score for the first two rounds in the Men's and top 8 for the Women's Divisions, will qualify for the matchplay rounds. A tie for the last qualifier’s place will be decided based on the count-back system as described in 10a(iii).

b) Men will tee off from the blue tees, and ladies from the white tees.


c) The Final Matchplay winners of the Men's and Women's Divisions will be declared champions in their respective divisions.


4. SIZE OF FIELD


a) The field will be limited to 90 players. Entries will be accepted from applicants with the lowest Handicap Index for each event.


b) The OC reserves the right to accept, limit, or reject entries.


5. ENTRY FEES


a) The entry fee is $300 and chargeable by credit/debit card. Participants who are members of the host club will pay $150.

 

b) Prices are inclusive of GST, green fees and buggy fees for the whole duration of the tournament.


6. PAYMENT


a) Participants may pay through credit/debit cards. Cards will be charged only when the player gets promoted to the confirmed roster.


b) Entries must be submitted through the official online entry form from SGA's website.


c) Participants are advised to check the SGA website for confirmation of entries received and the drawlist.

 

7. WITHDRAWAL POLICY

 

There is no penalty if a player withdraws before the date of the close of registration (Monday, March 27, 2023 at 05:00 PM).  Should a player withdraw after date of the close of entries, the entry fee will be forfeited and should the player fail to give less than 72 hours notice before the date of the tournament, the player will be suspended from playing in the tournament the following year.


8. OPENING & CLOSING DATE


a) The online registration will open two (2) months before the tournament.


b) The registration will close on Monday, March 27, 2023 at 05:00 PM. Late entries may be accepted at the sole discretion of the OC.

 

c) There will be no refund of entry fees after the closing date.

9. DRAW


a) The drawlist for the first & second rounds of Strokeplay will be made by the OC before the start of the Championship. The matchplay draw will be determined by seeding from the qualifying strokeplay round. The drawlists shall be out five days before the tournament.

 

*This tournament does not have a practice round.


10. STARTING TIMES


a) Players shall start at the time and in the order indicated in the draw. No substitution of players and changes in starting times shall be permitted after the draw has been made.


b) The OC reserves the right to fix and/or alter the starting times.

11. SUBMISSION OF SCORECARD


a) Players should check their cards in the returning area (scoring table) and ensure they are correct and signed. Any doubtful points should be settled with the OC before returning the scorecard.


b) A player is deemed to have returned his scorecard, and no further amendments may be made once he has left the returning area (scoring table) or the demarcated area where they exist.


12. DECISION OF TIES


a) Stroke Play – In the event of a tie during the stroke play segment, the following count-back system shall apply:


i. Count-back for 36 holes – The tie shall be decided using the gross score of the second round. If there is still a tie, the gross score of the first round will be used to break the tie.


ii. If there is still a tie, it shall be decided by using the count-back system for 18 holes to be applied first on the second round and then on the first round, if necessary.


iii. Count-back for 18 holes – The tie shall be decided using the count-back system starting with the last 9 holes, last 6 holes, last 3 holes, and finally the 18th hole.


b) Matchplay – In the event of a tie during the matchplay segment, a hole-by-hole play-off shall apply. The holes for the play-off shall be at the discretion of the Tournament Director.


13. SUSPENSION OF PLAY FOR DANGEROUS SITUATIONS (NOTE TO RULE 5-7B)


a) A suspension of play for a dangerous situation and the resumption of play shall be signalled using the host club's warning system. The penalty for breach of rule 5.7b is Disqualification.


b) All practice areas in open areas shall be closed during suspension for a dangerous situation until the OC has declared them open.

 


14. INCLEMENT WEATHER


a) If the first round of the Strokeplay segment cannot be completed due to inclement weather, it shall be completed the next day before the commencement of the subsequent round.


b) If inclement weather makes the full completion of the match play segment impractical, the Committee's decision to determine the Champion is final. (SNAC)


c) In the event that the second round cannot be completed, the round shall be abandoned.


15. CADDIES


a) A player is prohibited from using a caddie during the stipulated round.

16. BUGGIES


a) Players shall use buggies throughout the Championship. Buggies must not be driven up onto the putting green. A serious breach of this etiquette, the misuse of

buggies, or repeated failure to heed instructions on the restriction of buggies' movement may result in Disqualification.


b) Players are responsible for any damage to their buggies.

 

17. PACE OF PLAY


a) Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the 'SGA Pace of Play policy. See the separate memorandum to players for the Pace of Play guidelines.


18. DISPUTES OR DOUBTS AS TO THE PROCEDURE


a) Stroke Play – If there is a doubt about the correct procedures, players are to refer to the Tournament Referee. Suppose a tournament Referee is not immediately available. In that case, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling at the conclusion of the round before signing and the return of the scorecard.


b) Match Play – If there is a doubt or a dispute arises between the players, a player may make a claim. If a Tournament Referee is not available within a reasonable time, the players must continue the match without delay.


c) No spectators are to enter any discussion on a matter under dispute.


19. SGA OFFICIALS/REFEREE


a) The appointed SGA Referee's decision on all matters pertaining to the Rules of Golf is final.


20. INSURANCE


a) All players are required to have appropriate golfing insurance.


21. LIST OF CONFORMING DRIVER HEAD & GOLF BALLS


a) List of Conforming Driver Heads: Model Local Rule G-1 is in effect.


b) List of Conforming Golf Balls: Model Local Rule G-3 is in effect.


22. GROOVE AND PUNCH MARK SPECIFICATIONS


a) Groove and Punch Mark Specification: Model Local Rule G-2 is in effect.

 

23. PRIZES


a) The following prizes will be awarded in the respective divisions:
 

i. Champion
ii. 1st Runner-Up
iii. 2nd Runner-Up

24. PRIZE PRESENTATION LUNCHEON


a) All players are invited to a Prize Presentation Early Dinner to be held at Singapore Island Country Club, Island Course (Ballroom 2) on 28 April 2023.


25. DRESS CODE


a) Players must be appropriately attired on the golf course. Blue jeans, designer jeans, round-neck T-shirts, and tank tops are prohibited. Golf shirts must be worn, and shorts must not be shorter than mid-thigh (no jean shorts).


b) This dress code will be used in conjunction with any additional dress code restrictions of the host club. A player violating this dress code will not be permitted to start the tournament. A violation of this dress code by a player during the stipulated round must be rectified without undue delay, or the player will not be allowed to continue playing.


c) Soft-spike shoes are compulsory.


26. CONDUCT OF PLAYERS


a) All players should conduct themselves in a disciplined manner, always demonstrating courtesy and sportsmanship, irrespective of how competitive they may be.


b) Any action contrary to the spirit of the game, such as abusive language, throwing of clubs, or other disruptive behaviours, will not be tolerated and may result in a player not being able to continue in this competition.


c) The use of mobile phones (except in an emergency and calling SGA referees) and smoking are not allowed on the course.


27. SPECTATORS

 

a) Spectators are not allowed on the course for this tournament. 


b) Those found violating these policies may be asked to leave the clubhouse/course.

 


28. AMENDMENTS TO CONDITIONS


a) The OC reserves the right to amend these conditions of competition.
