LOCAL RULES

 

Play shall be governed by the Rules of Golf and Decisions as approved by the Royal Canadian Golf Association, except as modified by the following local rules. Unless otherwise specified, the penalty for breach of a local rule is two strokes.
 

  1. EMBEDDED BALL; Anywhere through the green, a ball which is embedded in its own pitch mark, except in loose sand, may be lifted without penalty, cleaned and dropped as near as possible to the spot where it lay but not nearer the hole. The ball, when dropped, must first strike a part of the course through the green.
  2. GROUND UNDER REPAIR:  Any area marked by Superintendent . Includes material for removal and all areas marked as ground under repair.
  3. Hazards are marked as LATERAL WATER HAZARDS defined by red stakes or as WATER HAZARDS defined by yellow stakes .
  4. STONES IN BUNKERS (RULE 24): Stones in Bunkers are movable obstructions. 
    Rule 24-1 applies. If the ball does not lie on the obstruction may be removed. If the ball moves it must be replaced, and there is no penalty. If the ball lies in or on the obstruction, the ball may be lifted and the obstruction removed.
  5. OUT OF BOUNDS: defined by white stakes and the inside edge of any fence post at ground level which borders Club property.  In the absence of painted lines to define margins of hazards and/or course boundaries and where stakes are used, the outside edge of the post shall define the margin of the hazard; the inside edge of the post shall define the boundary line. In all cases, painted lines shall supercede any other markers. 
  6. STAKED TREES, and their supporting wires and stakes are to be treated as immovable obstructions.
  7. DOUBT AS TO PROCEDURE (stroke play) (rule 3.3): if a ruling is required and no official is present please proceed under Rule 3.3(play 2 balls) and report the facts to the referee as soon as possible.
  8. SUSPENSION OF PLAY: if it becomes necessary to suspend play, the signal for suspension will be as follows: In a dangerous situation the signal to suspend play will be one (1) prolonged blast of the horn. Players must immediately mark the position of their ball and seek shelter. The signal for resumption of play will be two (2) consecutive air horn blasts, repeated. In a non- dangerous situation several short intermittent blasts, players have the option to finish the hole.

  12. RULINGS:  During a competition a player may request a second opinion from a different Rules Official.  The decision of the second official is final.  The rules committee will be involved only when it is determined that an error was made.
  13. TIES: In the event of a tie for the gross championship in each Division, a sudden death playoff will commence immediately following play.  All divisions will start the playoff on the 10th hole and continue to 11, 18 and back to 10  if still tied. A coin toss will determine who tees off first.

 

 

 

 

 

RULE 6-7. Undue Delay; Slow Play states: “The player must play without undue delay and in accordance with pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.”

 

SUMMARY

When a group is out of position at any point, the players in the group are liable to penalty under these guidelines. Players in a group that have been determined to be out of position will be liable to penalty according to the following schedule of penalties pending final determination of whether a breach or breaches of these guidelines have occurred.

 

  • 1st potential breach (during the round) – liable to a one-stroke penalty
  • 2nd potential breach (during the round) – liable to a two-stroke penalty

 

ALLOTTED TIME

Each group is allotted 4 Hours and 30 Minutes to complete an 18 hole round.

When a group falls behind – regardless of the reason – it must regain its position. Time for ball searches, rulings and walking time between holes is included in the allotted time.

Definition “Out of Position” – Stroke Play

First Group: The first group is out of position if it takes more than the allotted time to finish a check-point hole

 

FOLLOWING GROUPS: A following group is out of position if it:

  1. takes more than the allotted time to finish a check-point hole and
  2. completes play of a check-point hole more than 14 minutes after the preceding group completed play of that hole

 

Group Out of Position

When a group is out of position at a check-point, it will be notified by a Official that the group is potentially in breach of these pace of play guidelines, that group is expected to regain its position before reaching the next check-point. If that group reaches the next check-point out of position, each player in the group may incur the applicable penalty for a breach of these guidelines.

 

Any group that is out of position is subject to being monitored.

 

A player concerned about a non-responsive fellow-competitor in his group should request to monitor the group in case the group is or becomes liable to penalty under these guidelines.

 

 

MEASURING DEVICES: A player may obtain distance information by using a device that:  MEASURES DISTANCE ONLY.  However, if, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his/her play (e.g. gradient, wind-speed, temperature etc). The player is in breach of rule 14-3, for which the penalty is DISQUALIFICATION, regardless of whether any such additional functions are actually used.
